Advance-fee fraud - Nigerian Letter to Baloch Community from Aisha Ghazafi! :)

An advance-fee fraud is a confidence trick in which the target is persuaded to advance sums of money in the hope of realizing a significantly larger gain.[1] Among the variations on this type of scam are the Nigerian Letter (also called the 419 fraud, Nigerian scam, Nigerian bank scam, or Nigerian money offer).[2] the Spanish Prisoner, the black money scam as well as Russian/Ukrainian scam (also widespread, though far less popular than the former). The so-called Russian and Nigerian scams stand for wholly dissimilar organized-crime traditions; they therefore tend to use altogether different breeds of approaches.
Although similar to older scams such as the Spanish Prisoner, the modern 419 scam originated in the early 1980s as the oil-based Nigerian economy declined. Several unemployed university students first used this scam as a means of manipulating business visitors interested in shady deals in the Nigerian oil sector before targeting businessmen in the west, and later the wider population. Scammers in the early-to-mid 1990s targeted companies, sending scam messages via letter,[3] fax, or Telex.[4] The spread of e-mail and easy access to e-mail-harvesting software significantly lowered the cost of sending scam letters by using the Internet. In the 2000s, the 419 scam has spurred imitations from other locations in Africa, Philippines, Malaysia, Russia, Australia, Canada, United Kingdom, and the United States.
The number "419" refers to the article of the Nigerian Criminal Code (part of Chapter 38: "Obtaining Property by false pretences; Cheating") dealing with fraud.[5] The American Dialect Society has traced the term "419 fraud" back to 1992.[6]
The advance-fee fraud is similar to a much older scam known as the Spanish Prisoner scam[7] in which the trickster tells the victim that a rich prisoner promised to share treasure with the victim in exchange for money to bribe prison guards. An older version of this scam existed by the end of 18th century, and is called "the Letter From Jerusalem" by Eugène François Vidocq, in his memoirs.[8]
Insa Nolte, a lecturer of University of Birmingham's African Studies Department, stated that "The availability of e-mail helped to transform a local form of fraud into one of Nigeria's most important export industries."[9]

US strike kills American al-Qaida cleric in Yemen

SANAA, Yemen (AP) — In a significant new blow to al-Qaida, U.S. airstrikes in Yemen on Friday killed Anwar al-Awlaki, an American militant cleric who became a prominent figure in the terror network's most dangerous branch, using his fluent English and Internet savvy to draw recruits for attacks in the United States.
The strike was the biggest U.S. success in hitting al-Qaida's leadership since the May killing of Osama bin Laden in Pakistan. But it raises questions that other strikes did not: Al-Awlaki was an American citizen who has not been charged with any crime. Civil liberties groups have questioned the government's authority to kill an American without trial.
The 40-year-old al-Awlaki was for years an influential mouthpiece for al-Qaida's ideology of holy war, and his English-language sermons urging attacks on the United States were widely circulated among militants in the West.
But U.S. officials say he moved into a direct operational role in organizing such attacks as he hid alongside al-Qaida militants in the rugged mountains of Yemen. Most notably, they believe he was involved in recruiting and preparing a young Nigerian who on Christmas Day 2009 tried to blow up a U.S. airliner heading to Detroit, failing only because he botched the detonation of explosives sewn into his underpants.
Yemen's Defense Ministry said another American militant was killed in the same strike alongside al-Awlaki — Samir Khan, a U.S. citizen of Pakistani heritage who produced "Inspire," an English-language al-Qaida Web magazine that spread the word on ways to carry out attacks inside the United States. U.S. officials said they believed Khan was in the convoy carrying al-Awlaki that was struck but that they were still trying to confirm his death. U.S. and Yemeni officials said two other militants were also killed in the strike but did not immediately identify them.
Washington has called al-Qaida in the Arabian Peninsula, as the branch in Yemen is called, the most direct threat to the United States after it plotted that attack and a foiled attempt to mail explosives to synagogues in Chicago.
In July, U.S. Defense Secretary Leon Panetta said al-Awlaki was a priority target alongside Ayman al-Zawahri, bin Laden's successor as the terror network's leader.
The Yemeni-American had been in the U.S. crosshairs since his killing was approved by President Barack Obama in April 2010 — making him the first American placed on the CIA "kill or capture" list. At least twice, airstrikes were called in on locations in Yemen where al-Awlaki was suspected of being, but he wasn't harmed.
Friday's success was the result of counterterrorism cooperation between Yemen and the U.S. that has dramatically increased in recent weeks — ironically, even as Yemen has plunged deeper into turmoil as protesters try to oust President Ali Abdullah Saleh, U.S. officials said.
Apparently trying to cling to power by holding his American allies closer, Saleh has opened the taps in cooperation against al-Qaida. U.S. officials said the Yemenis have also allowed the U.S. to gather more intelligence on al-Awlaki's movements and to fly more armed drone and aircraft missions over its territory than ever before.
The operation that killed al-Awlaki was run by the U.S. military's elite counterterrorism unit, the Joint Special Operations Command — the same unit that got bin Laden.
A U.S. counterterrorism official said American forces targeted a convoy in which al-Awlaki was traveling with a drone and jet attack and believe he's been killed. The official was not authorized to speak publicly and spoke on condition of anonymity.
The Yemeni government announced that al-Awlaki was "targeted and killed" around 9:55 a.m outside the town of Khashef in mountainous Jawf province, 87 miles (140 kilometers) east of the capital Sanaa. It gave no further details.

Local tribal and security officials said al-Awlaki was traveling in a two-car convoy with two other al-Qaida operatives from Jawf to neighboring Marib province when they were hit by an airstrike. They said the other two operatives were also believed dead. They spoke on condition of anonymity because they were not authorized to talk to the press.

Al-Awlaki, born in New Mexico to Yemeni parents, began as a mosque preacher as he conducted his university studies in the United States, and he was not seen by his congregations as radical. While preaching in San Diego, he came to know two of the men who would eventually become suicide-hijackers in the Sept. 11, 2001 attacks on the World Trade Center and the Pentagon. The FBI questioned al-Awlaki at the time but found no cause to detain him.
In 2004, al-Awlaki returned to Yemen, and in the years that followed, his English-language sermons — distributed on the Internet — increasingly turned to denunciations of the United States and calls for jihad, or holy war. The sermons turned up in the possession of a number of militants in the U.S. and Europe arrested for plotting attacks.
Al-Awlaki exchanged up to 20 emails with U.S. Maj. Nidal Malik Hasan, alleged killer of 13 people in the Nov. 5, 2009, rampage at Fort Hood. Hasan initiated the contacts, drawn by al-Awlaki's Internet sermons, and approached him for religious advice.
Al-Awlaki has said he didn't tell Hasan to carry out the shootings, but he later praised Hasan as a "hero" on his Web site for killing American soldiers who would be heading for Afghanistan or Iraq to fight Muslims.
In New York, the Pakistani-American man who pleaded guilty to the May 2010 Times Square car bombing attempt told interrogators he was "inspired" by al-Awlaki after making contact over the Internet.
After the Fort Hood attack, al-Awlaki moved from Yemen's capital, Sanaa, into the mountains where his Awalik tribe is based and — it appears — grew to build direct ties with al-Qaida in the Arabian Peninsula, if he had not developed them already. The branch is led by a Yemeni militant named Nasser al-Wahishi.
Yemeni officials have said al-Awlaki had contacts with Umar Farouk Abdulmutallab, the accused would-be Christmas plane bomber, who was in Yemen in 2009. They say the believe al-Awlaki met with the 23-year-old Nigerian, along with other al-Qaida leaders, in al-Qaida strongholds in the country in the weeks before the failed bombing.
Al-Awlaki has said Abdulmutallab was his "student" but said he never told him to carry out the airline attack.
The cleric is also believed to have been an important middleman between al-Qaida militants and the multiple tribes that dominate large parts of Yemen, particular in the mountains of Jawf, Marib and Shabwa province where the terror group's fighters are believed to be holed up.
Last month, al-Awlaki was seen attending a funeral of a senior tribal chief in Shabwa, witnesses said, adding that security officials were also among those attending. Other witnesses said al-Awlaki was involved in negotiations with a local tribe in Yemen's Mudiya region, which was preventing al-Qaida fighters from traveling from their strongholds to the southern city of Zinjibar, which was taken over recently by Islamic militants. The witnesses spoke on condition of anonymity for fear of reprisals and their accounts could not be independently confirmed.
Yemen, the Arab world's most impoverished nation, has become a haven for hundreds of al-Qaida militants. The country has also been torn by political turmoil as President Saleh struggles to stay in power in the face of seven months of protests. In recent months, Islamic militants linked to al-Qaida have exploited the chaos to seize control of several cities in Yemen's south, including Zinjibar.
A previous attack against al-Awlaki on May 5, shortly after the May raid that killed Osama bin Laden, was carried out by a combination of U.S. drones and jets.
Top U.S. counterterrorism adviser John Brennan has said cooperation with Yemen has improved since the political unrest there. Brennan said the Yemenis have been more willing to share information about the location of al-Qaida targets, as a way to fight the Yemeni branch challenging them for power.
Yemeni security officials said the U.S. was conducting multiple airstrikes a day in the south since May and that U.S. officials were finally allowed to interrogate al-Qaida suspects, something Saleh had long resisted, and still does so in public. The officials spokes on condition of anonymity to discuss intelligence issues.

ویکی لیکس این بار سراغ مشایی رفت

جدیدترین سند منتشر شده از سوی ویکی لیکس مربوط به دیدار رحیم مشایی با سفیر اتریش در ایران است.

به گزارش گروه فضای مجازی خبرگزاری فارس، جام نیوز نوشت:‌ سایت رادیو کوچه، 30 سپتامبر(8مهر) از انتشار اسناد جدید از ویکی لیکس خبر داد. بنابر گزارش این سایت این اسناد این بار مربوط به رحیم مشایی و دیدار وی با سفیر اتریش در ایران بوده است.

طبق گزارش جام نیوز، سایت رادیو کوچه نوشت: «رحیم مشایی در دیدار با سفیر اتریش در ایران که به دعوت مشایی به دفتر وی رفته بود، به موازی کاری‌ها در دست‌گاه دیپلماسی ایران اشاره کرده و مشاوران رهبری را عاملان سنگ‌اندازی برای رسیدن به توافق با غرب معرفی کرده است.»

این سایت ادامه داد: «رحیم مشایی در این دیدار گفته است ایران از گفت‌وگو با روسیه و فرانسه احساس خوبی ندارد و ترجیح می‌دهد به‌طور مستقیم با آمریکا گفت‌وگو کند، مشایی به سنگ‌اندازی‌های انگلستان در این گفت‌وگوها نیز اشاره کرده است.»

رادیو کوچه افزود: «رحیم مشایی در ادامه گفته است احمدی‌نژاد از این‌که نامه‌اش از سوی اوباما پاسخ نگرفت دل‌خور شد، و وقتی دید اوباما به جای پاسخ دادن به احمدی‌نژاد برای آیت‌الله خامنه‌ای نامه نوشته است به شدت ناراحت شد.»

لازم به یادآوری است هنوز شبهات بسیار زیادی در مورد صحت و سقم اسناد منتشر شده از سوی ویکی لیکس و نیز چگونگی دستیابی این موسسه به اسناد منتشر شده وجود دارد به خصوص که هنوز کشورهای غربی برخورد جدی با این موسسه به خاطر انتشار اسناد محرمانه آنها نکرده و تنها نظاره گر انتشار تدریجی اسناد دلخواه خود از سوی آنها هستند.

Baloch Nationalists Refuse to Join Gilani’s Anti-US APC

QUETTA: A moderate Baloch nationalist organization, the National Party, has said it refused to attend Prime Minister Syed Yousaf Raza Gilani’s invitation for an All Parties Conference (APC) because of the ruling Pakistan People’s Party’s anti-Baloch policies.

While strongly criticising PPP government, Senator Malik Baloch, NP’s central president, said that his party decided to boycott the all parties conference (APC) because of PPP’s injustices with Balochistan and not convening an APC on its problems.

“PPP government is least interested to solve Balochistan’s issue and all policies of former dictator are still continued,” he added.

He expressed these views while addressing a hurriedly called news conference at Quetta Press Club flanked by other NP leaders on Thursday.

NP leader said though they were invited to attend APC but they boycotted it after thorough consultation within the party as Pakistani establishment and US were enjoying very close relations with each other. “APC is nominal and merely wastage of time because it would bear no results,” he added.

He said, NP from the very beginning asked for convening an APC on Balochistan’s issue but PPP government did not take practical steps in this connection and to address the long standing grievances of Baloch nation. “We were also part of “go Musharraf go’ movement and struggled for the restoration of democracy in the country,” Baloch, said and adding, but unfortunately, alleged military operation was still continued in the province, political workers were being killed and their decomposed bodies were thrown, and incidents of target killing, sectarian killing and kidnapping for ransom were on the rise.

He said Balochistan was burning but PPP government was paying no attention towards miseries of people and if the attitude of PPP was not changed nationalists would even not sit with PPP in opposition in future.

Regretting over the stance of Parliamentary Committee on Balochistan and Karachi that there should be no talk with those who were talking of independence of Balochistan NP leader said that this was not the first insurgency in Balochistan. “If England can talk with IRA and India with Kashmiries then why talks can not be held with Balochs,” he questioned, and adding that PPP government was not serious to solve the problems of Balochistan.

He said if PPP did not change its apathetic attitude then the issue of Balochistan would be more tensed in coming days.

Responding to a question regarding proposed US surgical operation in Balochistan, NP leader said they would strongly oppose it.

It may be mentioned here that Balochistan National Party, Balochistan’s largest political party, also boycotted the APC.

کرزی: ریشه ترور ربانی در پاکستان است

حامد کرزی رئیس جمهوری افغانستان گفته است تحقیقات اولیه نشان می دهد که افراد مشخصی در کویته پاکستان در ترور آقای ربانی دست داشته اند و پاکستان باید برای دستگیری این افراد با افغانستان همکاری کند.
برهان الدین ربانی رئیس جمهوری پیشین و رئیس شورای صلح افغانستان روز ۱۹ سپتامبر بر اثر یک حمله انتحاری در خانه اش در کابل کشته شد.

رئیس جمهوری افغانستان دریک گفتگوی اختصاصی با تلویزیون خصوصی نور گفت، حکومت وی تصمیم گرفته است که ابتدا این اطلاعات را با مقامات پاکستان، که وی آنها را برادرخطاب کرد، در میان بگذارد.
آقای کرزی افزود: "پاکستان را همسایه خود می دانیم، یک کشور مسلمان می دانیم . مسلمان و همسایه برادر است."

رئیس جمهوری افغانستان در آن بخش از سخنانش که از تلویزیون خصوصی نور پخش شده گفته است: "تحقیقات اداره استخبارات افغانستان نشان می دهد که افراد شناخته شده ای در کویته پاکستان درترور آقای ریانی دست داشته اند. ازمقامات پاکستانی درخواست خواهیم کرد که در دستگیری این افراد با ما همکاری کنید. اما اگر این تلاشها بی نتیجه ماند، افغانستان به مراجع بین المللی و سازمان ملل مراجعه خواهد کرد تا در این زمینه تحقیق کنند".

آقای کرزی همچنین گفت، اگر در نتیجه تحقیقات ثابت شود یک کشور خارجی درقتل رئیس جمهوری پیشین افغانستان دشت داشته است، این معنی دیگری جز دشمنی با افغانستان ندارد.

آقای کرزی اظهاراتی هم در مورد صلح با طالبان داشته و در پاسخ به این سوال که آیا گفت و گوهای صلح با طالبان ادامه خواهد یافت یانه گفت: "اگر روشن شود که گروه طالبان درترور برهان الدین ربانی رئیس شورای عالی صلح افغانستان دست داشته اند، گفتگو با آنها قطع خواهد شد".

در همین حال سیامک هروی سخنگوی ریاست جمهوری افغانستان در مصاحبه با بی بی سی گفت، قاصدی که با حمله انتحاری برهان الدین ربانی را کشت، از کویته آمده بود و پیامی صوتی را که او با خود داشت از سوی کسی به نامه خدام ضبظ شده بود و خدام یک شخص واقعی است که در کویته پاکستان زندگی می کند.

آقای هروی همچنین گفت که دولت افغانستان در نظر دارد بعد از مشورت با رهبران جهادی و احزاب سیاسی و همچنین اعضای شورای علمای افغانستان، "تغییراتی را در روش و میکانیسم برنامه مصالحه به وجود آورد".

سیامک هروی گفت که رئیس جمهوری افغانستان به زودی تغییراتی را که در رویکرد و روش دولت افغانستان در پیشبرد برنامه صلح و گفت و گو با مخالفان به میان آمده است ، به مردم این کشور اعلام خواهد کرد.

به دنبال ترور برهان الدین ربانی رئیس جمهوری پیشین و رئیس شورای صلح افغانستان، هواداران او و شماری از رهبران احزاب سیاسی، خواستار توقف و یا تجدید نظر در برنامه صلح با گروه های مخالف دولت شده اند.

روز گذشته رنگین دادفر سپنتا مشاور آقای کرزی و رئیس شورای امنیت افغانستان گفت که دولت افغانستان از این پس به جای مذاکره با گروه های شورشی، با پاکستان که از دید دولت افغانستان حامی این گروه هاست، مذاکره خواهد کرد.

سابقه تمدن انسانى در بلوچستان

در گذشته‏ ها پیوسته یک ارتباط واقعى بین تمدنهاى انسانى وجود داشته است. وجود آثار تمدنهاى باستانى در کنار رودهاى بزرگ مانند: فرات، کارون، دجله، نیل، سند و هیرمند ناشى از همین ارتباط است. رودهاى بمپور، سرباز، ماشکیل و لادیز در بلوچستان نیز از نواحى زیست ساکنان اولیه فلات ایران بوده است.

امروزه آن تصور که بلوچستان در نتیجه معجزه و بصورت افسانه‏اى در کره زمین سر در آورده، کم رنگ شده است چون با تحقیقات چندساله باستان شناسان سابقه مدنیت در این سرزمین آشکار شده است. زیرا از ظروف سفالى بدست آمده در نواحى بمپور، خوراب و ... در بلوچستان که مربوط به حجر مى‏باشند، وجود تمدن اولیه در این سرزمین روشن مى‏شود.

بنابه عقیده غالب باستان شناسان تمدن بلوچستان واسطه‏اى بین دو تمدن بزرگ سومر در غرب و هند در شرق بوده است. و نه تنها از آنها تأثیر پذیرفته است بلکه بر آنها تأثیر نیز گذاشته است. بلوچستان و ایران هر زمان که توسط بیگانگان مورد هجوم واقع شده، دچار تفرقه و تجزیه شده است اما وحدت سیاسى فلات ایران و اندیشه وحدت ملى به عنوان عواملى بوده‏ اند که نفوذ نیروهاى خارجى را به تحلیل برده ‏اند.

پس می‏توان گفت : بلوچستان به عنوان چهارراه برخورد تمدنها بوده که پس از دریافت تمدنهاى همجوار، آنها را هضم و بصورت تازه‏اى در آورده که با شرایط طبیعى آن سازگارى داشته باشد.

«دستگیری سخنگوی دولت قذافی در لباس زنانه»

نیروهای شورای ملی انتقالی لیبی توانسته‌اند کنترل فرودگاه شهر سرت را به دست بگیرند. در همین حال این نیروها مدعی شده‌اند که موسی ابراهیم، سخنگوی معمر قذافی را در لباس زنانه و در زمان خروج از شهرسرت دستگیر کرده‌اند.

به گزارش خبرگزاری رویترز نیروهای نظامی وابسته به شورای ملی انتقالی روز پنجشنبه (۲۹ سپتامبر/۷ مهر) اعلام کردند کنترل فرودگاه شهر سرت را به دست گرفته‌اند.

این نیرو‌ها دو هفته پیش نیز توانسته بودند این فرودگاه را تصرف کنند، اما پس از مدت زمان کوتاهی، نیروهای نظامی وفادار به معمر قذافی بار دیگر بر این محل مسلط شدند.
هواداران سرهنگ قدافی همچنان در شهر سرت در برابر نیروهای شورای ملی انتقالی مقاومت می‌کنند.

در رخدادی دیگر منابع خبری از بازداشت سخنگوی رهبر پیشین لیبی خبر دادند. شبکه خبری «العربیه» به نقل از منابع نزدیک به شورای انتقالی مدعی شد که موسی ابراهیم، سخنگوی قذافی در حالی که با تغییر چهره و لباس زنانه تلاش داشت از شهر سرت خارج شود، بازداشت شده است.

بنابر بر این گزارش موسی ابراهیم سعی کرده است که در میان غیرنظامیان شهر سرت را ترک کند که شناسایی و دستگیر می‌شود. نیروهای وابسته به شورای ملی انتقالی ابراهیم را به شهر مصراته منتقل کرده‌اند.

پلیس بین الملل در تعقیب سعدی قذافی

پلیس بین‌الملل روز پنج‌شنبه حکم بازداشت سعدی قذافی، یکی از فرزندان دیکتاتور سابق لیبی را بر اساس درخواست شورای انتقالی لیبی صادر کرد.

به گزارش شبکه الجزیره، در اطلاعیه‌ی پلیس‌بین‌الملل با اشاره به اینکه که بر اساس آخرین اطلاعات، سعدی قذافی، آخرین بار در «نیجر» دیده شده از ۱۸۸ کشور عضو این سازمان خواسته شده که برای یافتن سعدی همکاری کنند.


همچنین به کشورهای همسایه لیبی و خصوصا «نیجر» خواسته شده که در مورد شناسایی مخفیگاه سعدی قذافی و بازداشت وی همکاری موثر داشته باشند.

این گزارش اضافه می‌کند که سعدی در زمان ریاست بر فدراسیون فوتبال لیبی، اقدام به تصرف املاک و دارایی‌های برخی شهروندان‌ با استفاده از زور و ایجاد رعب و وحشت کرده است.


او که ۳۸ سال سن دارد متهم است که فرماندهی برخی گردان‌های نظامی را در دست داشته که مسئول کشتار غیرنظامیان لیبی در جریان اعتراضات چند ماه اخیر هستند.

چندمین سفر سناتورهای آمریکایی به لیبی
در این میان چهار نماینده آمریکایی از جمله سناتور جان مک کین روز پنجشنبه به لیبی رفتند تا با رهبران شورای ملی انتقالی دیدار کنند. این چندمین بار پس از سقوط معمر قذافی است که دیدارهایی از این دست صورت می‌گیرد.

به گزارش رویترز سناتور جان مک کین از رهبران شورای انتقالی خواسته است که برای قرار دادن همه گروه‌های مسلح تحت نظر دولت مرکزی تلاش کنند. وی همچنین آن‌ها را ترغیب کرده که موافق کنند که معمر قذافی، اعضای خانواده‌اش و سران سابق حکومت برای محاکمه به دادگاه‌های بین‌المللی سپرده شوند.

این نمایندگان به شورای انتقالی لیبی وعده داده‌اند که برای آزاد کردن دارایی‌های لیبی در آمریکا تلاش خواهند کرد.
بر اساس مصوبه شورای امنیت سازمان ملل، میلیاردهای دلار از سرمایه دولت لیبی همزمان با شدت گرفتن درگیری‌های در این کشور در آمریکا و دیگر کشورهای غربی، بلوکه شده است.


ماه گذشته بخشی از این دارایی‌ها به لیبی برگردانده شد تا شورای انتقالی بتواند وضعیت اقتصادی شهروندان این کشور را بهبود دهد.

Security forces be stripped of powers in Balochistan: Asma

SCBA president says strategic location of Balochistan can invite international conspiracies

QUETTA: Supreme Court Bar Association President Asma Jehangir has challenged the authority of the security forces in Balochistan, saying the forces be stripped of powers in the best interest of the national integrity and solidarity.

Addressing the Balochistan High Court Bar members on Tuesday, she referred to the dominating role of the security forces in the province, which she said were undermining the authority of the elected government.

She said that Balochistan’s stability was at stake due to its strategic location, which could easily be exploited by the international forces. “Divisions have been created among the people as sectarian target killings, recovery of mutilated bodies, mostly of the missing persons, and target killing of Punjabi-speaking people are frequently taking place,” she said, adding that “I just want to remind that the people living in Rawalpindi and Islamabad are not the only Pakistanis but the people of Balochistan and Khyber Pakhtunkhwa are also Pakistanis.” They should be treated as Pakistanis also, she told her audience.

She stressed that the problem of Balochistan be treated on priority basis otherwise this will be an ideal land for international forces to play their dirty tricks. “This province is more vulnerable and can be used by international forces, therefore, appropriate steps are desperately needed to settle all the pressing issues,” she said.

Asma said that the vacant posts of judges in the Supreme Court and the High Court must be filled up before the next elections of the Supreme Court Bar Association. “The judiciary had used its influence during the last elections. Therefore, this time posts must be filled before the elections so that it could not affect the elections,” she said, adding that the judiciary is not playing its due role. “Bar welcomes the steps by judiciary to keep a check on the executive but will oppose its monitoring role,” she said.

Commenting on notice served on her by the Balochistan High Court; she said that Article 199 of the constitution states that high courts do not exercise power to take suo motu notice.

She alleged that the chief justice had asked her and the bar general secretary to issue a statement against International Commission of Jurists but she refused to do so.

“I will not compromise over the bar’s affairs nor will allow anyone to use his influence,” she said. Referring to the all parties’ conference convened by the prime minister, Asma said that the government should make all decisions public.

Balochistan Bar Association boycotted the proceedings of courts in all the districts of the province against the killing of Advocate Abdul Salam, reported Express 24/7Thursday.
Balochistan National Party (BNP) announced ten days of mourning and took out protest rallies in Quetta and other districts of Balochistan against the killing of the advocate who was also a leader of BNP.
A shutter down strike was also observed in Khuzdar district on the call of BNP on Thursday and a similar strike will be observed in Sibi, Mukran, Naseer Abad and Jafarabad from September 30 to October 5.
The advocate was on his way to home in Khuzdar, when unknown armed men opened fire on him, killing him and injuring his eight-year-old daughter on Wednesday.
All political and social parties condemned the incident and demanded the government to immediately arrest the culprits.
Numerous leaders of the BNP have been killed in targeted attacks as the situation in Balochistan remains volatile. In July this year, BNP leader Jumma Khan Raisani was gunned down in Khuzdar.
President of the Supreme Court Bar Association (SCBA) Asma Jehangir said Balochistan’s situation has been deteriorating since the day security forces were given authority to make decisions for the province.

آمریکا: ایران توان حضور در آب های نزدیک ما را ندارد

سخنگوی وزارت امور خارجه آمریکا: با توجه به میزان قدرت نیروی دریایی ایران، به نفع این کشور است که بر مشکلاتی که در آب های همجوار خود با آنها مواجه است تمرکز کند

کاخ سفید اعلام کرده که اظهارات نسبت داده شده به یک مقام نظامی ارشد ایران مبنی بر برنامه نیروی دریایی ارتش این کشور برای حضور در آب های مرزی آمریکا را جدی نمی گیرد.

خبرگزاری رسمی جمهوری اسلامی (ایرنا) به نقل از امیر دریادار حبیب الله سیاری، فرمانده نیروی دریایی ارتش ایران، گزارش داده است که این نیرو قصد دارد در اقیانوس اطلس حضور پیدا کند.

ایرنا به نقل از آقای سیاری می نویسد: "همان ‌گونه که استکبار جهانی در نزدیک مرزهای آبی ما حضور دارد، ما هم با کمک سربازان ولایی این نیرو در نزدیکی مرزهای آبی آمریکا حضور قدرتمندانه خواهیم داشت."

جی کارنی، سخنگوی کاخ سفید، این اظهارات را رد کرده و گفته است که ایالات متحده آنرا جدی نمی گیرد.

آقای کارنی گفت: "ما چنین اظهاراتی را جدی نمی گیریم زیرا آنها منعکس کننده توانایی نیروی دریایی ایران نیست."

اظهارات نسبت داده شده به فرمانده نیروی دریایی ارتش ایران هم زمان با مراسم بزرگداشت سی و یکمین سالگرد "هفته دفاع مقدس" منتشر شده است.

ایرنا به نقل از وی می نویسد: "حضور ناوگروه‌های متعدد ایران در خلیج عدن و دریای سرخ و اخیراً حضور زیردریایی جمهوری اسلامی ایران در دریای سرخ باعث افتخار و عزت مردم ایران و دیگر کشورهای مسلمان منطقه است."

ایرنا می افزاید:‌ "بحث حضور نیروی دریایی ارتش ایران در آب‌های آزاد به این مناطق ختم نمی‌شود لذا ما باید قدرت حضور در تمام آب‌های آزاد را داشته باشیم."

علی آلفونه، کارشناس مسائل ایران در واشنگتن، به بی بی سی فارسی گفته است: "امکان جمهوری اسلامی برای حضور نظامی در اقیانوس اطلس تقریبا هیچ است."

به نظر وی: "اظهارات آقای سیاری بیشتر استفاده تبلیغاتی دارد. گذر از کانال سوئز یا حضور در دریای سرخ یک مساله است و حضور در اقیانوس اطلس و خلیج مکزیک یک مساله کاملا جداگانه. از نظر لجستیکی ایران می تواند که از بنادر یمن برای عملیات در منطقه خودش استفاده کند، ولی در اقیانوس اطلس و خلیج مکزیک که این آقایان اظهار می کنند چنین امکاناتی صد البته وجود ندارد."

در همین رابطه، احمد وحیدی، وزیر دفاع و پشتیبانی نیروهای مسلح ایران نیز گفته است که کشورش بر اساس دکترین "گسترش امنیت در آب‌های آزاد" به تقویت نیروهای دریایی خود اقدام می‌کند.

ویکتوریا نولاند، سخنگوی وزارت امور خارجه ایالات متحده نیز روز چهارشنبه گفت که با توجه به میزان قدرت نیروی دریایی ایران، به نفع این کشور است که بر مشکلاتی که در آب های همجوار خود با آنها مواجه است تمرکز کند، از جمله کاهش امکان وقوع سوانح دریایی در خلیج فارس و کمک به روند مبارزه با دزدان دریایی خلیج عدن.


یک سنت پلید: تن‌فروشی به نام دین در هند

در گذشته در هند خانواده‌ها به خاطر اعتقادات دینی دختران خود را به روسپی‌گری وا می‌داشتند. امروزه به خاطر رواج فقر و محرومیت، این سنت دیرین به اشکال دیگری در هند ادامه دارد و زمینه‌ای برای فعالیت بنیادهای خیریه است.
 سن فحشا در هند بسیار پایین است

سن فحشا در هند بسیار پایین است و واقعیت غم‌انگیز این است که بسیاری از روسپیان توسط خانواده‌های خود به این کار فرستاده می‌شوند. به ویژه در روستاهای هند این پدران و برادران هستند که دختران را در اختیار "مشتریان سکس" قرار می‌دهند. آنها نه تنها احساس شرم نمی‌کنند، بلکه گمان دارند که به وظیفه‌ای دینی عمل می‌کنند. آنها عقیده دارند که به اصولی عمل می‌کنند که از نسل‌های پیشین در هند رواج داشته است.

بنا به اعتقادات مذهب "دوداسی"، زن جوانی که بدن خود را در اختیار مردان بیگانه قرار می‌دهد، در واقع با این "خدمت به بندگان خداوند" فریضه‌ای دینی را به جای می‌آورد و "خدمتکار خداوند" شناخته می‌شود.

به تازگی کانال تلویزیونی "سی ان ان" در برنامه‌ای ویژه تحت عنوان "در دام سنت" گوشه‌هایی از این رسم غیرانسانی را نشان داد. دخترانی که باید به مدرسه بروند و با دوستان خود به بازی و تفریح مشغول باشند، در عشرتکده‌ها تن فروشی می‌کنند.

برخی از گروه‌های خیریه با این پدیده مبارزه می‌کنند که در سنت‌های دیرین ریشه دارد. طبق یکی از آیین‌های تشرف در دین هندو، برای دختران تازه بالغ مراسم "ناتنی اوتارنا" برگزار می‌شود. در این مراسم به بینی دختر حلقه‌ای آویخته می‌شود و پدر و مادر او را برای هماغوشی در اختیار مردان قرار می‌دهند.

این مراسم در گذشته در بسیاری از روستاهای هند رواج داشته اما در دوران معاصر پدیده‌ای نادر به شمار می‌رود، و اکنون برخی از بنیادهای نیکوکاری قصد دارند آن را در جامعه ریشه‌کن کنند.

نهاد غیردولتی "پلان ایندیا" که از حمایت برخی از چهره‌های روشنفکری و هنری هند برخوردار است، در این راه تلاش می‌کند. مسئولان این بنیاد عقیده دارند که زنان جوان خود باید در برابر سنت‌های ریشه‌دار پایداری کنند و اجازه ندهند که خانواده‌های ناآگاه به خاطر اعتقادات خرافی یا پول آنها را به فروش سکس مجبور کنند.

رواج فاحشگی، گریزگاه فقر

دخترانی که باید به مدرسه بروند در عشرتکده‌ها تن فروشی می‌کنند.

به عقیده جامعه‌شناسان، در پس این تکالیف دینی، منافع طبقاتی نهفته است. خانواده‌ای فقیر که دختر خود را به فحشا می‌فرستد، هم از یک نانخور راحت می‌شود و هم در ازای این "نیکوکاری" صاحب درآمد می‌شود. از طرف دیگر در گذشته دختران بیشتر در اختیار مردان طبقه بالا قرار می‌گرفتند. خانواده‌ها دختران جوان را به حرمسرای شاهزادگان (راجه‌ها) و اربابان می‌فرستادند. آنها که به فنون آواز و موسیقی آشنا بودند، تفریح و سرگرمی اشراف را فراهم می‌آوردند. این زنان چندی بعد رسما در یک فاحشه‌خانه مشغول به کار می‌شدند.

در جامعه هند که با رشد بالای جمعیت، سخت در چنگال فقر و محرومیت گرفتار است، فاحشگی یکی از آسان‌ترین راهها برای کسب درآمد است. در کشوری که درآمد سرانه از یک دلار هم پایین‌تر است، یک فاحشه جوان تا روزی ۲۰ دلار درآمد دارد.

به عقیده انجمن‌های مدافع حقوق کودکان، باز گرداندن دختران از فحشا به زندگی عادی کاری بسیار دشوار است. امروزه در درجه اول باید تلاش کرد که دختران تازه‌ای به فحشا کشیده نشوند. رشد فرهنگ و آموزش عمومی مهمترین سد در برابر فحشاست. باید در مدارس به دختران آموزش داد که چه خطری متوجه آنهاست. آنها باید بیاموزند که از جسم خود دفاع کنند و به فشار و خواست جنسی مردان تن ندهند.

تلاشگرانی که به پیکار با فحشا در هند می‌پردازند، عقیده دارند که مبارزه با فحشا تنها از راه پیکار با فقر امکان‌پذیر است. از این رو بنیادهای خیریه می‌کوشند با راه انداختن مزرعه و کارگاه، دختران جوان را تشویق کنند که با فعالیت در کارهای سودمند، کسب درآمد کنند.

INSTRUMENT OF ACCESSION OF KALAT STATE


WHEREAS the Indian Independence Act, 1947, provides that as from the fifteenth day of August, 1947, there shall be set up an independent Dominion known as PAKISTAN, and that the Government of India Act, 1935 shall, with such omissions, additions, adaptations and modifications as the Governor-General may by order specify, be applicable to the Dominion of Pakistan;
AND WHEREAS the Government of India Act, 1935, as so adapted by the Governor-General provides that an Indian State may accede to the Dominion of Pakistan by an Instrument of Accession executed by the Ruler thereof:




NOW THEREFORE
I, His Highness Baglar Begi Khan of Kalat (signed) Ruler of Kalat State in, the exercise of my sovereignt; in and over my said State DO hereby execute this my Instrument of Accession and
1. I hereby declare that I accede to the Dominion of Pakistan with the intent that the Governor-General of Pakistan, the Dominion Legislature, the Supreme Court and any other Dominion authority established for the purposes of the Dominion shall, by virtue of this my Instrument of Accession, but subject always to the terms thereof, and for the purposes only Dominion, exercise 1n relation to the State of Kalat (hereinafter referred to as “this State”) such functions as may be vested in them by or under the Government of India Act, 1935, as in force ,in the Dominion of Pakistan on the 15th day of August 1947 (which Act as so in force is hereinafter referred to as “the Act”).
2. I hereby assume the obligation of ensuring that due effect is given to the provisions of the Act within this State so far as they are applicable therein by virtue of this My Instrument of Accession.
3. I accept the matters specified in the Schedule hereto as the matters with respect to which the Dominion Legislature may make laws for this State.
4. I hereby declare that I accede to the Dominion of Pakistan on the assurance that if an agreement is made between the Governor-General and the Ruler of this State whereby any functions in relation to the administration in this State of any law of the Dominion Legislature shall be exercised by the Ruler of this State, then any such agreement shall be deemed to form part of this Instrument and shall be construed end have effect accordingly.
5. Nothing in this Instrument shall empower the Dominion Legislature to make any law for this State authorising the compulsory acquisition of land for any purpose, but I hereby undertake that should the Dominion for the purposes of a Dominion law which applies in this State deem it necessary to acquire any land, I will at their request acquire the land at their expense or if the land belongs to me transfer it to them on such terms as may be agreed, or, in default of agreement, determined by an arbitrator to be appointed by the Chief Justice of Pakistan.
6. The terms of this my Instrument of Accession shall not be varied by any amendment of the Act or of the Indian Inde­pendence Act, 1947, unless such amendment is accepted by me by an Instrument supplementary to this Instrument.
7. Nothing in this Instrument shall be deemed to commit me in any way to acceptance of any future constitution of Pakistan or to fetter my discretion to enter into arrangements with the Government of Pakistan under any such future constitution.
8. Nothing, in this Instrument affects the continuance of my sovereignty in and over this State, or, Save as provided by or under this Instrument, the exercise of any powers, authority and rights now enjoyed by me as Ruler of this State or the validity of any law at present in force in this State.
9. I hereby declare that I execute this Instrument on behalf of this State and that any reference in this Instrument to me or to the Ruler of the State is to be construed as including a reference to my heirs and successors.

The Failure in Balochistan - By Malik Siraj Akbar

Days before the completion of President Asif Ali Zardari’s three years in office, Senator Lashkari Raisani, the former provincial president of the ruling Pakistan People’s Party (PPP), disclosed that at least one senior leader among the disillusioned Baloch nationalists had reached out to him offering “unconditional reconciliation” with the government.

The nationalist leader, whose name Senator Raisani did not divulge, had formerly supported the ongoing insurgency and advocated the cause of an independent Balochistan. Now, he had reposed his absolute faith in the PPP’s reconciliation process, he claimed.

While Raisani, whose elder brother Aslam Raisani is the chief minister of Balochistan, asked the central government to support him in his interactions with Baloch nationalists, he also warned of a fallout if Islamabad did not respond encouragingly to the fresh overtures.

“I am going to talk to Prime Minister Gilani to seek his support for my discussions with the nationalists,” he said at a press conference in Quetta. But “if the federal government does not support our efforts to reconcile with Baloch leaders to restore peace in the province, then we will also be compelled to take to the hills,” he warned. It is a warning one hears frequently from Balochistan’s moderate politicians, showing they do have the option of joining or supporting the ongoing armed struggle against Islamabad for the province’s rights.

According to Senator Raisani, Interior Minister Rehaman Malik, who “threatens to use force in Balochistan but offers reconciliation in Sindh”, is an obstacle to the dialogue process. “When the Baloch express valid grievances against the federal government, Islamabad calls them traitors.”

Raisani said the federal government should avoid the mistakes it had committed in the 1950s and 1960s, when the enraged Baloch leaders were persecuted in spite of being promised absolute amnesty if they gave up arms and joined mainstream politics.

For a week, Senator Raisani dominated the Baloch political scene, made front-page headlines and became the subject of editorials of local and national media.

Chief Minister Raisani and some moderate Baloch nationalist parties welcomed these contacts.

Senator Abdul Malik Baloch, who is the president of the middle-class-dominated National Party (NP), said his party “cautiously cheered” Senator Raisani’s contacts with armed Baloch groups.

“It would be encouraging if Senator Raisani could serve as a bridge between the government and the Baloch nationalists,” said Dr Baloch, a former provincial education minister. “These contacts have to be taken seriously if the government is interested in bringing durable peace in Balochistan.”

Dr Baloch, whose NP has come under extraordinary pressure from hardliner Baloch youths to relinquish parliamentary politics and support what they call “Balochistan’s freedom struggle”, said if another opportunity of negotiating with the Baloch was lost because of lack of commitment, it may do irreversible damage.

The excitement over renewed contacts did not last longer than a week. Raisani did not reveal the name of the nationalist leader who had contacted him, and that led to speculation about the authenticity of his claim.

Political analysts concluded that Raisani was making “unsubstantiated claims” merely to improve the PPP’s continuously declining approval ratings in Balochistan where nationalistic and sectarian violence has witnessed an upsurge in the recent weeks.
On their part, the underground Baloch armed groups rejected Senator Raisani’s claims.

“If we did not agree to negotiate with the military establishment, why would we talk to Senator Raisani?” said Meerak Baloch, a spokesman for the banned Baloch Liberation Army (BLA). “It is sheer drama,” he said. “We know how powerless Mr Raisani is in front of the military establishment.”

Likewise, two other armed Baloch outfits, the Baloch Liberation Front (BLF) and the Baloch Republican Army (BRA), also publically ruled out the possibility of compromise or a covert deal with Islamabad on “anything less than independence”.

Did Senator Raisani lie to the nation and the media? Nobody knows. There is not an iota of evidence for the people of Balochistan to believe if such contacts actually ever took place. Nonetheless, it is understandable why PPP’s efforts to ease tensions in the gas-rich province have fizzled out.

“It is not as if the PPP did not take some bold initiatives in Balochistan given its own limited space in the country’s political culture where the military dominates the scene and aggressively monitors every development in the province from the lenses of national security,” says one political expert. “What is unfortunate for the PPP is the initiatives it has taken so far seem inadequate and insignificant. It needs to take big steps urgently if it wants to turn the tables.”

For instance, the PPP, soon after coming into power, released former Balochistan chief minister Sardar Akhtar Mengal, who had been imprisoned by the Pervez Musharraf government. The party also put together the Aghaz-e-Haqooq-e-Balochistan Package and increased Balochistan’s share in the National Finance Commission (NFC) award. These measures did not impress the Balcoh nationalists because of a chronic lack of implementation of most of the proposals and recommendations enshrined in the 2009 Balochistan Package.

What continued to upset the PPP efforts to improve relations with the Baloch was the civilian government’s inability to reproduce hundreds of disappeared people and stop their killing in custody. Besides hundreds of Baloch political leaders, activists, students, journalists and lawyers were killed during President Zardari’s stint. The civilian government oftentimes blames the ‘security establishment’ and ‘secret services’ for these atrocities over which it admits having no control.

“The PPP government did whatever it could to pamper an army of more than 50 ministers in the provincial government to minimise internal rebellion,” said a senior newspaper editor in Quetta. “What it failed to do was to grapple with the human rights issues, restrict the extra-constitutional role of the Frontier Crops (FC) and bring all Baloch armed groups to the negotiating table.”

President Asif Zardari has not even approached various Baloch political and tribal leaders currently living overseas in self-imposed exile.

Former chief minister Akhtar Mengal, the Khan of Kalt Suleman Dawood, nationalist leaders Hairbayar Marri, Bramdagh Bugti, Senator (r) Sanaullah Baloch and former leader of the opposition in the Balochistan Assembly Kachkol Ali Baloch are all in exile in Europe and the Middle East. Most of these important Baloch leaders have sought asylum overseas because they face persecution at home.

Reconciliation in Balochistan is not possible until key nationalist leaders are assured of complete safety if and when they return home, and offered a proportionate share in the decision-making process over the future of Balochistan.

According to the details, pakistani occupying forces with the help of helicopters and other machinary started a massive operation in different parts of Balochistan including Mand, Dasht and adjacent areas of Dera Bugti "Zamurdan, Zahro and Harraank".

The convoy was proceeding toward the operation affected areas to assist the forces already engaged in the operation when it was attacked in "Peshbogi, Dasht Goran" on main road connecting Dera Bugti and Sui. BRA fighters detonated 2 remote controlled explosive devices and opened heavy firing with sophiscated weapons afterwards.

As a result, 3 vehicles of the forces were completely destroyed, 15 personnel of the forces were killed and more than 20 were wounded. Baloch Republican Army fighters carried out the attack to weaken the massive operation of occupying forces going on in adjacent areas of Dera Bugti. Attacks will continue till the liberation of Balochista, vowed Mr Sarbaz Baloch.

Al-Qaida calls on Ahmadinejad to end 9/11 conspiracy theories

Terrorist organisation's magazine reportedly says it is 'ridiculous' for Iran's president to blame the attacks on the US government



Al-Qaida has sent a message to the Iranian president, Mahmoud Ahmadinejad, asking him to stop spreading conspiracy theories about the 9/11 attacks.
Iranian media on Wednesday reported quotes from what appears to be an article published in the latest issue of the al-Qaida English language magazine, Inspire, which described Ahmadinejad's remarks over the 11 September attacks as "ridiculous".
In his UN general assembly speech last week, Ahmadinejad cast doubt over the official version of the 2001 attacks.
"The Iranian government has professed on the tongue of its president Ahmadinejad that it does not believe that al-Qaida was behind 9/11 but rather, the US government," the article said, according to Iranian media. "So we may ask the question: why would Iran ascribe to such a ridiculous belief that stands in the face of all logic and evidence?"
Ahmadinejad said in New York that the "mysterious September 11 incident" had been used as a pretext to attack Afghanistan and Iraq. He had also previously expressed scepticism at the US version of events.
"By using their imperialistic media network which is under the influence of colonialism, they threaten anyone who questions the Holocaust and the September 11 event with sanctions and military actions," said Ahmadinejad.
The al-Qaida article insisted it had been behind the attacks and criticised the Iranian president for discrediting the terrorist group.
"For them, al-Qaida was a competitor for the hearts and minds of the disenfranchised Muslims around the world," said the article published in the Inspire magazine. "Al-Qaida … succeeded in what Iran couldn't. Therefore it was necessary for the Iranians to discredit 9/11 and what better way to do so? Conspiracy theories."
Al-Qaida also accused Iran of hypocrisy over its "anti-Americanism".
The article said: "For Iran, anti-Americanism is merely a game of politics. It is anti-America when it suits it and it is a collaborator with the US when it suits it, as we have seen in the shameful assistance Iran gave to the US in its invasion of Afghanistan and in the Shia of Iraq, backed by Iran, bringing the American forces into the country and welcoming them with open arms."
During his visit to New York, Ahmadinejad also changed his position on gay people in Iran. He had previously famously said: "We don't have homosexuals [in Iran] like you do in your country. This does not exist in our country."
But according to the American news website the Daily Beast, in a meeting with a number of journalists last week, he said: "In Iran, homosexuality is seen as an ugly act … There may be some people who are homosexuals who are in touch with you. But in Iranian society they're ashamed to announce it so they're not known. This is an act against God and his prophets. But we as the government can't go out and stop people."
