عدالت نیوز: پس از اظهارات خانم مولاوردی در رابطه با قتل عام مردان یک روستا از سوی حکومت مرکزی و از سویی تکذیب این جنایت از سوی دولت و مسئولان غیربومی بلوچستان تصمیم گرفتیم تا پرده از بسیاری از جنایاتی برداریم که بیانگر یک نسل کشی سیستماتیک در بلوچستان می باشد.
در این راستا در حال حاضر در مجموع 8 گزارش را در اختیار رسانه ها و سازمانها قرار داده ایم که تمامی اعضای خانواده و یا اکثر مردان چند روستا توسط نیروهای دولتی کشته شده اند.
در ادامه سلسله گزارشات جنایت نسل کشی در بلوچستان می پردازیم به روستای چشمه زیارت و اما فقط به اعضای قربانی شده یک خانواده از این روستا،روستای چشمه زیارت از روستاهای توابع شهر زاهدان می باشد که اکثر مردان این روستا نیز کشته شده اند و بسیاری نیز تحت تعقیب نیروهای امنیتی قرار دارند.
گزارشاتی را که ما تنظیم و ارائه داده ایم اکثر قربانیان به بهانه قاچاق مواد مخدر کشته شده اند اما بدون اثبات جرم و ادله کافی و تشکیل دادگاه،بلکه بصورت فراقانونی بصورت صحرایی ترور و تیرباران گشته اند.
و این توحش و نژادپرستی و بیانگر یک نسل کشی نژادی و مذهبی است که بر علیه بلوچها صورت گرفته و می طلبد تا سازمانهای حقوقی بنا بر اصل رسالت احترام به حقوق بشر و متعهد به میثاق بین المللی سازمان ملل متحد در رابطه با حقوق اقلیتها و ملیت های تحت ستم به فریاد ملت بلوچ برسند و جمهوری اسلامی را در جریان نسل کشی ملت بلوچ تحت فشار و پیگرد قضایی قرار دهند.
و اما اعضای کشته شده حاج عبدالمجید نهتانی ،بزرگ و معتمد طایفه نهتانی به شرح زیر می باشد،و افراد کشته شده فرزندان ، برادرزادگان و نوه های وی می باشند که توسط حکومت مرکزی ترور و کشته شده اند:
1_حمید نهتانی فرزند حاج مجید در سال 1373 توسط نیروهای امنیتی کشته شد
2_گرگین نهتانی فرزند حاج مجید نهتانی در سال 1370 کشته شد به همراه همسرش بنام مکه ناروی و برادر کوچکترش و دو تن دیگر بنامهای شیرمحمد و ناصر نارویی
3_مکه نارویی همسر گرگین نهتانی در سال 1370 به همراه شوهرش گرگین و دو تن دیگر توسط نیروهای دولتی ترور و کشته شد.
4_بشیر نهتانی فرزند حاج مجید در سال 1369 کشته شد
5_سعید نهتانی فرزند حمید نهتانی و نوه حاج مجید در سال 1384 در زاهدان خ امیرکبیر توسط نیروهای دولتی کشته شد
6_فضل الله نهتانی فرزند یعقوب در سال 1369 پس از چهل روز بازداشت به همراه پنج تن دیگر اعدام شد همزمان
7_فیض محمد نهتانی فرزند علیم در سال 1369 پس از چهل روز بازداشت به همراه پنج تن دیگر اعدام شد همزمان

Pakistan’s Oppressed Nations Stage Protest in Geneva

Exiled leaders from Sindh, Balochistan, Pakistan occupied Kashmir and Gilgit-Baltistan protested together yesterday [10 March 2016] in front of the UN in Geneva to push the international community to demand an end to gross human rights violations perpetrated by Pakistan against the aforementioned nations. Representatives of Gilgit-Baltistan also protested against the creation of the CPEC economic corridor, a multi-billion dollar project, allowing China and Pakistan to exploit the region’s resources without guaranteeing any benefit for the region itself.

Exiled leaders from Sindh, Balochistan, Pakistan occupied Kashmir (PoK) and Gilgit-Baltistan staged a protest against Pakistan for its oppressive policies and human rights violations at the United Nations office here.

"In Pakistan, the oppressed nations - Sindhis, Baloch, and Pashtuns, people from Gilgit, Baltistan and from Pakistan occupied Kashmir - are facing one of the worst human rights atrocities," Lakhu Luhana, Chairman of World Sindhi Congress told ANI.

"The purpose of this protest is to make UN and the international community aware of these human rights violations, and to request them to save us from these atrocities," he added. The protesters also submitted a petition in the United Nations office in Geneva demanding an end of atrocities by Pakistan.

Meanwhile, exiled Baloch leader Mahran Marri said it the responsibility of the United Nations to take note of the human rights violations being faced by people in Punjabi dominated Pakistan.

"We are standing united and appeal to the UN to take a note of the human rights violations in Pakistan," Marri told ANI.
Sardar Shaukat Ali Kashmiri, Secretary General of United Kashmir People's National Party (UKPNP) said there are common issues and they would like to strengthen and send message to Pakistan government to change their attitude and respect the human rights of people.
The activists from PoK and Gilgit-Baltistan also joined the protest and opposed the China Pakistan Economic Corridor (CPEC) calling the multi-million dollar project as a design by Pakistan and China to exploit their resources.
"The people of Gilgit have no placement in the China Pakistan Economic Corridor (CPEC) committee. The locals have no hope of getting any revenue with this project. We also don't have any expectations of establishment of an economic zone in the area," Senge Hasnan Sering, Director of Gilgit Baltistan National Congress told ANI.
"The CPEC lane from Gilgit-Baltistan is only a strategic lane as similar to Karakoram highway, so it will not provide any economic benefit to the local people", Senge added.

Over the weekend [5-6 March 2016], Pakistani paramilitary forces inflicted a new wave of targeted abuse, harassment and abductions on the people of Balochistan’s Bolan and Kech Districts. Being part of the security forces’ systematic campaign against Baloch civilians, during the most recent assaults, at least five people, including two children, were ‘forcefully disappeared’, while other Baloch had their personal property looted or their houses set on fire.

Pakistan paramilitary forces have attacked Mach and other surrounding areas of district Bolan Balochistan on Saturday morning [5 March 2016] and abducted at least four people including a woman and two children. Two people other have been abducted from Dasht region of Turbat Balochistan.
According to details Pakistani forces have been carrying out offensives in Bolan district of Balochistan for the past several weeks.
A part of their continued campaign against Baloch civilians, the Pakistan paramilitary forces attacked several houses in Mach area on Saturday and abducted Rahma Ali Marri along with a woman named Jaam Khatoon and two children, 2-year-old Yasin and 2-months-old Aasima.
The Pakistani forces have also reportedly abducted a number of other people including women and children but their identity could not be confirmed until the filing of this report.
The inhabitants of the affected areas were subjected to harassment and their houses were looted off valuables.
Separately, the Pakistan paramilitary FC (Frontier Corps) has conducted brutal operations in the Kamel area of Dash region in Turbat Balochistan.
At least two people, namely Sajid, son of Imam Bux, and Saeedullah, son of Abdullah, were abducted during the Dasht operation.
Several houses were set on fire and inhabitants’ valuables, including mobile phones, women’s jewellery and other precious belongings, were stolen by Pakistani forces during house-to-house search operation.
Baloch Human Rights organisations and pro-freedom activists have long been alleging that Pakistan forces – apart from abducting Baloch people – are also involved in stealing valuables from houses and looting precious belongings.

Balochistan: Is the United States Financing Pakistan’s Military Interventions?

Mr Mehran Marri, Balochistan representative to the United Nations Human Rights Council and the European Union, condemned the United States for selling F-16 fighter jets to Pakistan. Mr Marri argued that these weapons will be used against the Balochistan community. The US responded to the accusation by stating that these weapons will be solely used to counter terrorism.

Islamabad: Balochistan representative to the United Nations Human Rights Council and the European Union Mehran Marri on Sunday condemned the move by the United States Government to sell F-16 fighter jets to Pakistan, saying that Islamabad would use them against the Balochistan population.
"We condemn the sale of any arms and ammunition to Pakistan Government and military, especially F16 with mountainous capabilities because they're purely used against Balochistan population," said Mehran.
"It is a sad and black day in the history that more weapons of destruction have been sold to Pakistani military. During Bin Laden era, America and European Union heavily armed the Pakistan military to find Bin Laden and eliminate him. But we came to know that Bin Laden was sitting in their lap in Abbottabad," he added.
Mehran also feared that Islamabad, which has been using the arms and ammunitions against the Balochistan, would now use it against them again.
Taking a major step towards finalising the deal, the United States government on March 6 had formally issued a notification on the sale of eight F-16 fighter jets to Pakistan.
The notification estimates the total cost of the deal to be nearly USD 700 million. 
However, India and some US lawmakers are questioning Washington's move and that if such an arms transfer will help combat terrorism while claiming that the fighter jets will change the military balance in South Asia and will ultimately be used against India.
In a policy justification, posted on the Federal Register, the US administration rejected this assertion. "The proposed sale of this equipment and support will not alter the basic military balance in the region," it argued, adding that the aircraft would improve "Pakistan's capability to meet current and future security threats".
The administration also noted that the additional F-16 aircraft would facilitate operations in non-daylight environments and "enhance Pakistan's ability to conduct counter-insurgency and counter-terrorism operations". 
However, Pakistan has conveyed to the United States that it needs the F-16 jets for counter-terrorist operations, which would strengthen the country and promote regional stability.

Urgency of Addressing the Plight of Pakistan’s Baloch People Highlighted at UNPO Side-Event in Geneva

On 11 March 2016, the Unrepresented Nations and Peoples Organization (UNPO) convened a side-event to the 31st Human Rights Council Session in Geneva. With nearly 100 participants attending, the inter­national conference entitled “Faces of Oppression: Human Rights Violations in Balochistan” succeeded in drawing much needed attention to the seemingly intractable and unending cycle of human rights violations in Balochistan.
Opening the conference, Baloch leader Mehran Baluch, human rights campaigner Noordin Mengal and UNPO’s Fernando Burgés highlighted the importance and timeliness of the issue under discussion, as millions of people living in Balochistan suffer on a daily basis at the hand of state-led tyranny and oppression. While Islamabad pays mere lip service to alleviating the Balochs’ grievances, there is a clear need for local and international media, as well as policy-makers and civil society to address this issue more sincerely; only by first putting it firmly in the international spotlight, can we expect to bring about changes to the appalling situation of the Baloch.
Of the two experts invited to address the audience, Mr Burzine Waghmar, Senior Teaching Fellow and member of the Centre for the Study of Pakistan at the School of Oriental and African Studies, London, took the floor first. He opened his speech by elaborating on the fact that Balochistan, despite hosting large quantities of natural resources within its borders, finds its socio-economic development deliberately hindered by the Pakistani central authorities’ targeted marginalization of the Baloch people. Mr Waghmar then provided an overview of Islamabad’s opportunistic strategy of vilifying legitimate movements of marginalized and suppressed groups such as the Baloch by branding them as ‘terrorists’, while simultaneously maintaining relations with “true” terrorists from ISIL and allowing members of Al-Qaeda to more or less roam freely in Pakistan.
Audience
Following the instructive speech of Mr Waghmar, the floor was given to Mr T. Kumar, Director of International Advocacy at Amnesty International USA, who stressed that the Pakistani security forces do not even try to conceal their ruthless strategy of terrorizing the Baloch population – a behaviour, that despite getting worse over the past few years, hardly gets any domestic or international attention. Enforced dis­appearances in particular are being carried out in broad daylight, creating a constant sense of fear among the local population. Mr Kumar also highlighted the fact that even if gross human rights violations by Pakistan’s security forces can be stopped, the road to justice and reconciliation for all the harm done would still be a long one.
The event, which was attended by the media, academics, as well as representatives of civil society and diplomatic missions, allowed for a fruitful exchange of views following the official programme, including remarks on the similarly deplorable situation of the Baloch people in South-East Iran. An obvious conclusion to be drawn from the conference is that – while the successful conference was a step forward to raise awareness of the Balochs’ plight – for the situation to change, concerted efforts and swift action by all actors involved are urgently needed.

QUETTA: Pakistan military have been carrying offensives in several areas near Sibbi and Bolan Balochistan since the beginning of year 2016. Many regions including Sangaan, Jaladi, Peer Ismael and other adjoining areas have remained under military siege from past two months.
On March, 9 the Pakistan forces told media person that two of their soldiers died and six members of a pro-liberation organisation, the Baloch Liberation Army, also lost their lives in a gun battle between Pakistani forces and Baloch fighters.
The report of Pakistan paramilitary FC was also confirmed by the spokesperson of Balochistan government Anwar-ul-Haq Kakar.
However, independent sources told Balochwarna News that military has been carrying out attacks against civilian populations where they have killed several unarmed people including women and children.
Hundreds of people, among them women and children, have been abducted and disappeared from Bolan and Sibbi districts in past two months.
There are also reports of looting livestock of nomads and burning of standing crops of poor peasants.
The inhabitants also complained that Pakistani forces stole the jewellery of Baloch women, cash and other precious belongings of people during their house-to-house search operations.
“It is a collective punishment against us and the only reason that Pakistan military keeps targeting us is that we are Baloch.
“The FC and army personnel act more like burglars and thieves than soldiers because the barge into houses and take away anything they find useful,” a local source told Balochwarna News on condition of anonymity.
Meanwhile Pakistani forces brought four dead bodies to a hospital in Sibbi who are thought to be victims of 9 March, 2016 military attacks. The identity of the victims could not be confirmed immediately.
The siege of several regions continues which has made it difficult for media persons to report the ground situation and exact number of casualties.

The United States generally, and the U.S. State Department in particular, seem perennially unwilling to grasp the realities of Pakistan. Refusing to recognize that Pakistan pursues ideological goals through the use of terrorism under its ever-expanding nuclear umbrella, the United States persists with the same strategy it has always used to handle the “Pakistan problem” – namely, attempt to induce better Pakistani comportment through handsome allurements.
The most Panglossian American policy makers believe that there is some magical combination of rewards and engagement that, over some time horizon, will transform Pakistan from the regional menace it is today, into a state that is at peace with itself and its neighbours. The most pusillanimous of policy-making poltroons fret that should the United States curb its generosity and demand that Pakistan honour its varied commitments like any other responsible state, Pakistan may fail and the Islamist barbarians will knock down the nuclear gates with grisly consequences for humanity.
Once again, the U.S. State Department revealed that it has no intention of taking the Pakistan problem seriously. In May 2015, Foggy Bottom approved Pakistan’s request to purchase some $952 million of American military hardware which includes attack helicopters, missiles, and communications equipment. In an explanatory press release from April 6 (2015), the State Department justified this decision by arguing “ This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a country vital to U.S. foreign policy and national security goals in South Asia”.
While in some sense such foreign military sales benefit the U.S. defense industry, approval of these sales evidences perjuring obfuscation of the root causes of Pakistan’s problems and abjuration of what a better course of action might be. After all, Pakistan’s problem is not a lack of capability to fight the various terrorists ensconced in its territory; rather the will to do so comprehensively. Equally important, Pakistan continues to create new militant proxies while sustaining old ones even while it attempts to fight those who have turned against the state and who cannot be bullied or bribed back into the fold of the deep state.
The time for such folly has long passed. The United States needs a more realistic policy towards Pakistan. In this essay, I argue why these decades-long policies have long failed and I put forward several propositions that should inform a new policy towards a state that is the problem from hell.
A Laundry List of Dirty Deeds
To summarize briefly, since FY 2002, the United States has provided Pakistan $7.6 billion in security-related assistance, $13.0 billion in lucrative reimbursements under the dubiously-named “Coalition Support Fund” program, and another $10.5 billion in economic assistance. This largesse was both to reward Pakistan for its putative support in the war on terrorism while incentivizing future support. Has the United States secured value for this $31 billion? Let’s recount how Pakistan has “contributed” to the war on terrorism.
Pakistan has persistently supported the Afghan Taliban, who are responsible for the deaths of 2,356 U.S. military personnel, another 677 coalition military deaths, and the deaths of thousands of civilian contractors, for whom there is no official count under U.S. reporting requirements. This is in addition to the more than 21,000 Afghan civilians who have died since 2001. The death toll of Afghan National Security Forces (ANSF) is a tightly guarded secret; however, various sources estimate that more than 20,000 Afghan police and army personnel have been killed since 2003. More than 5,000 ANSF were killed by insurgents in 2014 alone.
Without Pakistan’s direct military, diplomatic, political and financial support as well as secure sanctuaries in Pakistani territory, the Taliban would not be as lethal or capable. The Taliban might even not be viable as an insurgent movement without these vast Pakistani amenities. In addition to the Afghan Taliban under Mullah Omar, Pakistan continues to support the Jalaluddin Haqqani network, which has conducted sophisticated, deadly suicide operations at U.S., NATO and Indian facilities in Afghanistan.
This sort of behaviour has become Pakistan’s standard operating procedure. Since 1947, Pakistan has used Islamist militants in an effort to wrest Kashmir from India.
It has used Islamist militants in Afghanistan since 1974, if not earlier. Since 1990, Pakistan has introduced extremely lethal groups such as Lashkar-e-Toiba (LeT, now operating under the name of its above-ground wing Jamaat-ud-Dawa, JuD) and Jaish-e-Mohammad into the Kashmir theatre and elsewhere in India. Since 2002, according to the Global Terrorism Database at the University of Maryland, these two groups have killed more than 1,132 persons and injured more than 2,423 in about 162 attacks. Moreover, the Jaish-e-Mohammad attack on India’s parliament in December 2001 and LeT’s May 2002 attack on military families in Kaluchak nearly brought the two countries to the brink of war. LeT, finally concentrated the attention of U.S. policy makers when it conducted a multi-site attack on India’s port city of Mumbai, which culminated in a siege that lasted several days. By the time the carnage ended, ten LeT militants slaughtered 166 people including six Americans.
Of course, as all Americans know, the United States located Osama Bin Laden’s lair a short distance from the Pakistan Military Academy. So far, Pakistan has shown little interest in investigating—much less identifying and prosecuting—those persons who aided and abetted him and his protection racket. Instead, the only person Pakistan has arrested was a physician who contributed to his capture.
Yet despite this never-ending list of outrages from America’s erstwhile “partner,” Washington still finds ways of wasting the hard earned taxpayers’ dollars on this country which works strenuously to undermine U.S. interests in the region and beyond. It seems that the United States is paying Pakistan ostensibly to support the war on terrorism while Pakistan is using terrorism and American generosity to wage its proxy wars, in which many Americans have been the victims.
In the afore noted press release, the U.S. State Department argued that “This proposed sale of helicopters and weapon systems will provide Pakistan with military capabilities in support of its counterterrorism and counter-insurgency operations in South Asia.” The press release further contended that this sale will enable Pakistan to better conduct operations in North Waziristan Agency (NWA) and elsewhere by providing Pakistan with “a precision strike, enhanced survivability aircraft that it can operate at high-altitudes” and by conferring upon Pakistan the ability to operate in “all-weather, day-and-night environments.”
Such argumentation would make sense if there were any evidence that Pakistan is fighting the same war on terrorism that America is. There is no such evidence. However, what every American must understand is that Pakistan fights a highly selective war on terrorism. It has only taken up arms against those militants who have turned against the state and whom Pakistan’s military and intelligence agencies cannot bring back into the fold. These militants, most of them operating under the banner of the Tehreek-e-Taliban-e-Pakistan (TTP or “Pakistani Taliban”), have their varied roots in Pakistan’s support for Mullah Omar’s Afghan Taliban; a zoo of Islamist militants such as Jaish-e-Mohammad, which Pakistan raised to fight in India; and sectarian militants such as Lashkar-e-Jhangvi and Sipah-e-Sahaba-e-Pakistan, which Pakistan’s military and civilian leaders have cultivated at various times for domestic purposes, including the slaughter of Pakistani Shia. These militants share a Deobandi interpretative tradition as well as an archipelago of Deobandi madrassahs and mosques. They also have political support among some factions of the Deobandi Islamist political party the Jamiat-e-Ulema-Islam (JUI).
After 2002, many of the leaders of these Deobandi organizations began to question then General and President Musharraf’s decision to facilitate U.S. military operations in Afghanistan to oust the Afghan Taliban. After all, the Afghan Taliban successfully established an Islamist regime in Afghanistan consistent with their Deobandi interpretation of Islam. President Musharraf was actively conniving with the United States to bring that down. These Deobandi groups had also become close with al Qaeda, sometimes training in the same camps. As the Taliban and al Qaeda were rousted from Afghanistan and pushed into Pakistan’s tribal areas, new militant formations began to emerge.
By 2004 if not earlier, Pakistan began to experience the formation of insurgents based in the tribal areas after Pakistan began undertaking military operations there under U.S. pressure. These Deobandi militant groups began to form micro-emirates of sharia first in the tribal areas and then elsewhere in what is now known as Khyber Pakhtunkhwa.
As this insurgency developed, Pakistan’s military began facing heavy losses. Pakistan uses these losses to argue to the United States that it is just as much a victim of terror as is the United States. It pointed out years ago that its battlefield deaths vastly outnumbered those of Americans in Afghanistan. It uses these fatality figures as counterpoints to those Cassandras, such as this author, who have long decried the double game that Pakistan was and is playing in Afghanistan.
This is not to say that Pakistan is not fighting someone. For several years Pakistan has tried to persuade the Pakistani Taliban to either join the fight in Afghanistan or re-join groups that operate in India such as the revivified Jaish-e-Mohammad. In fact, the ISI, Pakistan’s premiere intelligence organization, denervated this Deobandi group precisely for this reason. Those who took the offer were re-baptized into the deep state and their murderous sins forgiven. Those who demurred are the targets of these various offensives which have killed far more innocent civilians than the drone program and have displaced millions from their homes.
In 2009, the Obama administration acquiesced to the demands of his generals in Afghanistan and authorized the “surge.” The surge was never about battlefield effects because the small numbers of the surge could never deliver such effects. After all, if one took Field Manual 3-24 on counterinsurgency seriously (and I did not), you would need about 450, 000-500,000 troops in Afghanistan. We never had more than 140,000. Moreover, the surge misdiagnosed the problem. We were—and are—losing in Afghanistan in large measure due both to industrial strength corruption and malfeasance in the Afghan government and to the enduring sanctuary and other amenities that Pakistan affords the Taliban. To win in Afghanistan—by any metric of winning—the international community had to foster better business practices amongst themselves and amongst their Afghan partners. And it had to put serious pressure on Pakistan to kick the Taliban habit. It did neither.
Instead, the surge made the United States more dependent upon Pakistan for ground lines of control (GLOCs) than ever before while doing little to develop genuine alternatives. The Northern Distribution Route could never carry more than 20% of the logistical demands and Russia insisted that it not be used for lethal goods. And since this is about supplying a war, that restriction was important. And even though the United States was perfectly capable of working with Pakistan despite a well-known history of horizontal and vertical nuclear proliferation and decades of supporting terrorism, neither the United States nor its NATO partners could find a way of working with Iran’s private sector to resupply the war.
After all Iran, with Indian help, built a deep water port in Chabahar and India and Iran collaborated to connect that port to the Ring Road in Afghanistan. Even though Iran had more in common with the United States when it comes to Afghanistan and Pakistan, the United States overlooked Pakistan’s nuclear proliferation and terrorism penchant while failing to see any virtue in the Iran option. This was unfortunate because in the early months of the war, Iran supported the United States bilaterally and in bilateral fora. Had Washington capitalized upon this Iran opening rather than proclaiming it to be a founding member of the Axis of Evil, it may have had a chance of “winning” in Afghanistan.
In the end, the United States made itself more vulnerable to Pakistani predations at a time when it needed to pressure Pakistan heavily if it wanted to ensure an Afghan future with little likelihood of a non-elected Taliban presence.
A Way Forward
Cynics in South Asia and beyond contend that the U.S. decision to keep arming Pakistan to kill terrorists while it continues to make terrorists is a collusion of convenience. The U.S. arms industry gets a buyer and Pakistan continues to make itself relevant, and thus eligible for continued assistance, in a war on terror of its making. It’s a self-licking ice cream cone. Frondeurs will further gripe that the United States also desires to sell arms to India. This seems to put the United States in the dubious position of benefiting from an arms race that it encourages. Generally, I rubbish these arguments. However, many in Pakistan and in India accept these canards as reality. This perception undermines legitimate American efforts to engage both countries. More importantly when the United States justifies such sales to Pakistan as being inherently in U.S. interests, the United States looks explicitly foolish or complicit in such games.
Washington needs to take advantage of its declining dependence upon Pakistan to support its presence in Afghanistan and forge a very different means of engaging Pakistan. I am not suggesting that the United States cut off ties to Pakistan and stop all programmatic activities. Instead, I am arguing that the United States treat Pakistan like any other state and hold it accountable for its actions. Any “special engagement” with Pakistan must be under very strict guidelines that explicitly and genuinely advance U.S. interests.
At a minimum, U.S. security assistance generally and defense sales of strategic systems and any platforms that materially increase Pakistan’s warfighting capabilities in particular should be predicated on three conditions. First, Pakistan must recognize the line of control in Kashmir as the legitimate border. After all, the zoo of terrorists that Pakistan has assembled to prosecute its proxy war in Kashmir has precisely contributed to the internal security challenges for which Pakistan now wishes to purchase these helicopters and hellfire missiles. Moreover, nothing will stop Pakistan from using these in India or against ethnic insurgents in Balochistan. Arming Pakistan to kill some terrorists while it continues to nurture others makes little strategic sense. The United States should most certainly continue to train Pakistani military personnel in the United States and other forms of engagement and assistance that will help Pakistan buttress its internal security capabilities. But it should demur from materially adding to Pakistan’s military capabilities vis-à-vis India while it remains committed to territorial revisionism through the use of terrorists and nuclear coercion.
It should be noted that Pakistan has no legal claims to the portion of Kashmir under Indian administration. Pakistanis who point to U.N.S.R. 47 of 1948 to argue that it does should read the text of the resolution to disabuse themselves of this fantasy. To this end, the United States should stop recognizing the line of control as a disputed border and use its influence within the United Nations to secure support for this position. Doing so will deprive Pakistan of the political justification for its reliance upon the menagerie of terrorists it has reared to wrest Kashmir from India. By removing Pakistan from the equation, the United States can more usefully engage India quietly to redress the myriad problems it has with its own Kashmiri citizens. Equally important, the United States should encourage Pakistan behind closed doors to integrate those Kashmiris under its own administration.
Second, any such sales of weaponry should be contingent upon Pakistan not only ceasing support for the various terrorists it has nurtured but actively de-mobilizing them. This will be a long process. However it makes no sense for the United States to provide arms to Pakistan to fight terrorists when confederate terrorists undertake operations in India, which is the most likely precipitant of the next war between India and Pakistan.
Third, Pakistan wants to be respected as a legitimate nuclear power. Yet Pakistan has proven itself to be a reckless nuclear power boldly boasting of developing tactical nuclear weapons to contend with Indian doctrinal evolution. The United States should seriously consider curtailing provision of conventional military capabilities as long as Pakistan pursues these nuclear capabilities. After all, the logic of these tactical nuclear weapons is not to defend Pakistan against Indian aggression. Rather, they are meant to deter an Indian military response to a terrorist outrage in India committed by a Pakistani proxy.
In addition, the United States should allow the IMF and other multi-lateral funding agencies to hold Pakistan accountable for its past and deliberate failures to make the economic reforms it promised to make as a condition for the various “bailouts” it has received. Excessive bilateral and multilateral bailouts allow Pakistan to abscond from making the necessary tax reforms which form the ballast of a true democracy. These bailouts also lubricate any friction that arises between those who want a more genuine democracy and those that are satisfied with the current deep state. Tax reform is a necessary but insufficient condition for the development of democracy in Pakistan and a first step towards renormalizing civilian-military relations.
Critics of such a way forward will argue that the United States will “lose influence” in Pakistan. My response to this assertion is that I see little evidence of such “influence.” Since 9/11, Pakistan has expanded its nuclear arsenal and redoubled its commitment to terrorism. If this is influence, I’m happy to forego it.
In the end, such a realistic policy towards Pakistan may not result in a Pakistan that behaves better in the policy-relevant future. However such a policy will at least spare the American public the continued indignity of subsidizing Pakistan’s most dangerous policies, several of which account for thousands of dead Americans and many more injured in the Afghan war.

Striking a deal with Pakistan (the host of Usama Bin Laden) and selling F-16s to it is equivalent scratching the deep wounds of NATO and Afghan soldier and civilians who devoted their lives fighting against Pakistani sponsored terrorists. This deal will also badly affect the Baloch national cause that has been targeted by Pakistani with western supplied cobra helicopters and other latest weapons. The Baloch nation is currently engaged in its fifth attempt to regain their independence but Pakistan’s response to the Baloch political and peaceful struggle has always been hostile, brutal through military attacks, subjugation of civilians, by pursuing and kill and dump policies through state backed death squads.
Hypothetically saying even if the Americans don’t care about the lives of innocent Baloch people – the victims of Pakistani state terrorism but they should at least think of their own sons, daughters, wives, husbands and mothers who have been killed by Pakistani military supported Jihadist extremists in Afghanistan. There is no doubt that every IED attack or ambush is engineered and coordinated from the other side of the border in Pakistan – the Western powers specially Americans know this fact very well but unfortunately taking no practical step to held Pakistan accountable.
The Americans know that Pakistan has been playing a double role in the war against terror because the religious monsters were the creation of Pakistan and its notorious spy agency the ISI and they used them as a tool for blackmailing the Western world to receive more financial and military add from the US and other powers. Despite knowing these facts the US and other international powers have failed to bring Pakistan into justice.
Think Tanks, intellectuals and regional experts have been frequently asking that despite being a super power and responsible country why the US had failed to support the secular and democratic Baloch peoples’ struggle for their freedom. As genuine Baloch leaders and activists have time and again said that a free Balochistan can guarantee a durable peace in the region and will act as an important barrier to stop cross border terrorism. There is no doubt that the Baloch barrier against terrorism will be effective and put an end to Pakistan’s infiltration in Afghanistan because an independent Balochistan will not allow Pakistani military to use their soil for exporting its Jihadist hatemongers into Afghanistan through Baloch territory.

Former Pakistan Army Chief Musharraf’s confession
There is no any valid reason to sell the F16 Fighter Jets, equipped with radar system and other important equipment to Pakistan army because Pakistan is proved herself as God father of Taliban, Haqani Network and Al Qaida. It is somewhat hard to believe the wounds of victims of terrorist attacks in 9/11 in US, 7/7 in UK and other placed including Bombay attack have not completely healed but the US government has brushed everything aside for their petty interests.
On January 4, 2005, Pakistan Army General Musharraf openly threatened Baloch nationalist leaders and other freedom seeking population. He appeared on Pakistan national TV and threatened the Baloch people“Don’t push us. It is not the 1970s. This time you won’t even know what hit you.” Soon after his statement the army started a massive operation across Balochistan. In August 26, 2006 the Pakistan army with the permission and direct order of General Musharraf attack and killed 78-year-old Baloch leader Nawab Akbar Bugti in Tharatani region of Kahan, Balochistan.
In another interview Mr.Musharraf also confessed that the Pakistan trained and bolstered terror groups such as the Taliban and Lashkar-e-Taiba (LeT) and that terrorists such as Osama Bin Laden and Hafiz Saeed were regarded as ‘heroes’.
In an interview to Pakistani news channel Dunya TV, Musharraf revealed that Pakistan had trained Lashkar-e-Taiba and other groups during the 1990s’ struggle in Kashmir, and Hafiz Saeed and Zakiur Rehman Lakhvi were considered to be heroes and Kashmir’s ‘freedom fighters’.
“In the 1990s, the freedom struggle began in Kashmir…At that time, Lashkar-e- Taiba and 11 or 12 other organizations were formed. We supported them and trained them as they were fighting in Kashmir at the cost of their lives,” the former Pakistani army chief told the news channel.
These statements come straight from the horse’s mouth and are self-confessions that Pakistan army since long has been training, arming and nurturing Jihadist to support their holy war against non-Islamic nations be that west or for that matter India.
Baloch facing multi-dimensional threats
Some US Senators who voted in favor of the F16 deal with Pakistan feared if their government does not sell F16 Jets to Pakistan, apparently Pakistan will buy these planes from Russia or France. These senators and officials are, however, ignoring the fact that Pakistan is like a snake and it bites the very hand that feeds it.
After losing the US Umbrella, Kingdom of Saudi Arabia also announced to pay a grant to $122 Million economic Aid to Pakistan. The Saudi apparently wants to buy nuclear weapons from Pakistan to be able to counter Iranian threats. The reason is that Saudi wants Pakistan’s support in fight against Yemini Houtis and Pakistan wants Saudi to shut its eyes and ears to Pakistani state terrorism in Balochistan. Also, the huge sum provided by the Saudi government will probably be used to pay for the F16 fighter jets and other military hardware and latest equipment that Pakistan is buying from USA. These weapons and jets will undoubtedly be used against the Baloch civilians and Saudi and US are knowingly or unknowingly playing their part in furthering Pakistan’s dirty war against Baloch people.  In 70s the world has ignored Pakistan’s dirty war against Bengali people and today they are supporting Pakistan’s dirty war against Baloch people, the history will not remember such collusion and collaboration in good words.
China which is dreaming to be next world supper power has already started its effort to find a foothold in warm water and gets its hand on Strait of Hormuz thought building a naval base and other military facilities in Gwadar Balochistan. The China-Pakistan nexus will in future become a big headache for US and rest of the world. It is also certain that if China succeeded in having a rest place in Balochistan then Pakistan will ditch America and become ally with China. To contain Chinese influence in Balochistan and in that region US and other powers including India and even the Arabian Gulf states should help the Baloch freedom movement. The Baloch, however, will not act as proxy of any power but as their interest collide with the interest of US, India and Afghanistan hence they should cooperate with the Baloch freedom struggle.
The Baloch will resist the presence of China on their land at all costs – with or without the support of above mentioned international powers because it is matter of Baloch people’s survival and national identity. China on the other hand has already started collaborating with Pakistan to intensify the Baloch genocide by displacing, arresting and even killing the inhabitants of Gawadar and other areas from where the so called China-Pakistan Economic Corridor passes.  The CPEC is not only depriving Baloch population of Gwadar of their lifeline but it will also cause an ethnic flooding in Balochistan which might, if not stopped, wash away the Baloch people to slum areas of Gwadar district and turn the Baloch into a minority on their own home land. That has also rightly been the concern of pro-freedom Baloch leaders. For this reason, also the Baloch people will do what they can to resist China’s presence on their land.
Observers believe that at present Pakistan fears nothing as much as the Baloch struggle for freedom. So it is quite possible if Pakistan army sees their defeat which is inevitable in Balochistan they ‘will’ use the nuclear weapons even against Baloch people.
The rogue state of Pakistan openly threating to use nuclear weapons against it neighbors and if the nuclear-capable F16 Jets are delivered to her there are greater chances to a nuclear war in the region will erupt at some point sooner or later. Instead of disabling the nuclear weapons an irresponsible state like Pakistan, unfortunately the US is proving Pakistan with F-16s to carry its nuclear weapons and use them against either Baloch or other neighboring states. It seems the US is unknowingly indulging itself into another unending war in the region which will have long lasting consequences for US and its allies in the region.
Why Baloch oppose US-Pak F16 deal?
A video footage surfaced in 2005 shows Pakistani atrocities and bombing on Baloch civilian population in Kohistan Marri. In the short video, some local Marri Baloch tribesmen can be seen gathering around an unexploded bomb which was dropped Pakistan air force in oil rich Kahan area of PoB (Pakistani Occupied Balochistan) in 2005. The guys were trying to measure the bomb by lying beside it. It was larger than a human body.

Pakistan Air force is already involved in war against Baloch people and PAF fighter jets and gunship helicopters are regularly against Baloch civil populations. Recently 10 Baloch residents of Jaladi, Saangaan, Yakho, Peer Ismail areas of Bolan district some 300km away from Quetta, were brutally killed in an air strike. A similar air offensive was carried out against Bugti tribesmen in Dera Bugti region which resulted killing 7 unarmed Baloch nomads.
Scores of Baloch civilians have been killed in Awaran, Mashkay, Khuzdar, Kalat districts of Balochistan during military operations where most of people were hit by Fighter jets and helicopters where the dead bodies of deceased were not able to identify.
Pakistan army is consistently engaged in ground offensives and air strikes against Baloch populations since early 2000 when the current phase of Baloch liberation movement started. During these ruthless military operations against Baloch civilians approximately 20,000 Baloch including women, children and elderly have been killed. They huge number of people either fell prey of Pakistan’s military attacks, target killings or were arrested, disappeared and killed in custody.
The International Voice for Baloch Missing Persons keeps a data of enforced disappeared person on their official website (www.bygwaah.com) and they co-ordinate with Voice for Baloch Missing Persons and other Baloch group and human rights activists in Balochistan. Together they estimated that more than 20,000 Baloch are currently in the illegal custody of Pakistani forces – who are commonly known as missing persons.  The International Voice for Baloch Missing Persons (IVBMP) held several seminars, protests and meeting with human rights representatives including the United Nation and UNHRC in Geneva. They have provided the lists of enforced-disappeared person to the respective UN bodies and the WGEID. There are also around 400 Baloch women among the missing person who were abducted during military actions in Kohistan Marri (Kohlu and Kahan districts), Dera Bugti district, Bolan and Sibbi districts and other parts of Balochistan.
The Home Secretary of Balochistan, Akbar Hussain Durrani, stated that provincial law enforcement agencies have arrested more than 9,000 suspected militants after the implementation of the National Action Plan (NAP), NAP is draconian law which the military passed after Army Public School in Peshawar on 16 December, 2014. Pakistan army used this law to arrest, disappear and kill Baloch political activists.
The Home Secretary even though admitted the arrest of 9000 ‘militants’ from Balochistan but he has failed to further elaborate about the well-being, the conditions under which they are kept and most importantly he did not say anything about the whereabouts of these 9000 ‘suspected militants’. The Baloch pro-freedom groups and human rights organisations, however, argue that these people were innocent peaceful political activists and they were disappeared after they abduction by Pakistan paramilitary FC and army.
Durrani also admitted that some 1,840 Intelligence Based Operations (IBOs) have been conducted in Balochistan after the implementation of NAP since 24 December 2014 to September 2015.
Mr. Akbar Husain Durrani further added that during these military operations 204 people have were killed among them were some high profile entities but he again failed to give any further details about the killed persons.
Mass Graves in Balochistan
According to local sources on 25 January 2014, three mass graves were unearthed in the outskirts of Khuzdar district in Tootak (Misri). www.balochwarna.com, an online News portal reported that On January 25, a shepherd found pieces of human bodies dispersed within the earth field. He took no time and went to deliver the message to the Levis force, when they dug up the field they found numerous graves in which human remains were buried in bulk. Soon the news rapidly reached to the Baloch nation and they left for the concerned area to identify these bodies but they were totally decomposed. “
Asian Human Rights Commission issued a report on Balochistan Mass graves stating that “From the three mass graves 17, 8 and 78 bodies were found but the local people say that a total of 169 bodies have been found. People have witnessed more than 100 human bodies in Tootak while they were digging the area.”
Baloch pro-freedom leader Hyrbyair Marri in a statement termed the recovery of mass graves in Tootak Khuzdar as the Pakistan army’s war crimes in Balochistan. He said that “The silence of international media and human rights organisations on heart wrenching incident of the discovery of mass graves in Tootak area of Khuzdar Balochistan is encouraging Pakistan to continue its crimes against Baloch people.” 

He reminded the international bodies and democratic countries that “The same international organisations intervened and raised voice for East Timor, Kosovo and South Sudan whereas the Balochistan conflict is also of the same magnitude as Kosovo and East Timor but the human rights organisations are ignoring it.”
Balochistan needs attention
Whenever you type Balochistan on any online search engine you will encounter with the disturbing images and pictures of decomposed dead bodies of Baloch civilians. The bodies are not the aftermath of any civil war or victim of any epidemic or natural disaster but these Baloch people have been targeted by Pakistan army and its air force with impunity and without any hurdle UN and world community.
The US who repeatedly has been calling Pakistan the breeding place for Taliban, Al Qaida also Quetta Shura the Haqani Network who recruits Taliban and send them into Afghanistan to kill Afghan and NATO troops and also Afghan civilians without any mercy – is today arming Pakistan with more lethal equipment and F-16s.
US is providing the F16 to Pakistan who is backing hundreds of armed Taliban groups and dozens of other extremist militias. Pakistani external Minister Mr. Sartaj Aziz categorically said that its army will never hit those Taliban who are against US. He raised question in his interview that “why should we [Pakistan] annoy those Taliban or groups who are not fighting against Pakistan?”
Once a prominent Baloch leader Akbar Khan Bugti who was assassinated on the instruction of former Pakistan army chief General Musharraf said that some Pakistan army generals were talking in an informal gathering that they will never miss a chance to crush Baloch movement. They further said that “If Baloch people don’t give up their demand of independence; we will use the atomic bomb against them and wiped them out forever just like the Americans did with the Japanese in Hiroshima.”
Question arises that when Pakistan officially terms the Taliban, Al Qaida and Haqani Networks as their good and loyal friends and heroes then against whom these multi-role F16 fighters Jets with latest technology and radar system with night vision cameras will be used? Certainly the answer is quite simple, that these planes will definitely hit the Baloch freedom seeking population. They will be hit by these F16 day and night until they vanished from the surface of the earth. Pakistan army Chief General Raheel Sharif has categorically said in his statements that his army will utilize all the sate machinery and available force to crush Baloch Liberation Movement.
US and other democratic country must not overlook Baloch reservations regarding F16 Jets. Baloch people are struggling for their fundamental rights and independence should be provided with the technology to defend themselves against F16. The Baloch are more rich then Pakistan because their land is full of untapped natural resources which Pakistan and China have planned to loot and plunder on the barrel of the gun. The US and other International powers are committing a grave blunder by ignoring the Baloch people and their struggle for freedom. One day the International democratic powers will be needing the Baloch against Pakistan’s jihadist monsters but by then it might be too late – as too little is being done to support the Baloch.
Give anti-F16 technology to prevent Baloch genocide
Baloch have genuine fear that if these US made “multi-function” F16 planes are delivered to Pakistan next day the world will be receiving more images of killed Baloch innocent civilians because Pakistan had already started a ruthless widespread military offensive against Baloch populations across Balochistan.
By supporting Pakistan, the US is indirectly supporting the brutal Jihadist and religious extremist – the likes of Daesh, ISIS or Boko Haram who pose a threat to world peace in the quest of their global Jihad or holy war. One is compelled to ask why the US has put millions of dollar head money for Hafiz Mohammad Saeed, if it continues to support the country that is financing, facilitating and harboring the US’s wanted man?
Hence the sale of F16 Jets to Pakistan is in total contradiction of the US stance over Pakistan’s double role in the region. An economically and militarily strong Pakistan will obviously in a better position of supporting, training and financing the religious extremists including the Taliban who have been attacking the NATO and Afghan security forces. Many of these groups have already swear their allegiance to the ISIS and some Pakistan officials have admitted that the group is present and active in Pakistan.
The Pakistani judiciary, media, military and civilian governments are on the same page with regard to Balochistan’s long lasting issue. The solution that come to their mind is the brutal use of military might and annihilation of Baloch nation. Once I was watching the Pakistan News channel Dunay TV where the Anchor Person was praising military offensives in occupied Balochistan and endorsing the abductions and kill and dump policy of the Pakistan army against Baloch people. The Pakistani anchor Saed Wajahat Husain was saying that “without shedding the blood in Balochistan our army (Pakistan army) will not be succeed to accomplish the CPEC – China-Pakistan Economic Corridor. In the words of Baloch pro-freedom leader this corridor will become a corridor of death and destruction for the people of Balochistan.
The US is adding fuel to the death and destruction of Baloch by providing Pakistan with latest equipment and F-16 fighter jets. The Baloch plea to the US public is that don’t support your government’s policies that are a direct threat to existence of another nation – in this case the Baloch nation.
