UN condemns Iran's refusal to treat political prisoners

GENEVA, Switzerland (Kurdistan24) – A group of human rights experts warned on Wednesday that a large number of political prisoners in Iran are denied the right to receive medical treatment.
Some of these political prisoners are at risk of death.
Ahmad Shaheed, the UN Special Rapporteur on the Situation of Human Rights in the Islamic Republic of Iran, and other experts announced that several “prominent human rights defenders, lawyers and political activists are suffering from deteriorating health conditions as the Iranian officials continue to refuse adequate medical treatments to them.”
“The denial of medical care, physical abuse, either in overcrowded prisons or in solitary confinement, and other forms of torture and ill-treatment exposes prisoners to risk of serious injuries and death,” experts said.
They added, “Unfortunately, Iranian prisons are no strangers to such tragedies, many of which could have been avoided if authorities exercised proper care.”
Kurdish political prisoners Afshin Sohrabzade, Mohammad Sediq Kaboudvand and Zeinab Jallalian are among those who continue to suffer in Iranian prisons despite their health issues.
The UN report did not mention any of the Kurdish prisoners but highlighted the cases of Mohammad Hossein Rafiee Fanood, Kamal Foroughi, Nargis Mohammadi, Abdulfattah Soltani, Hossein Ronaghi Maleki and experimental laser physicist Omid Kokabee.
The Managing Director of Iran Rights Transparency, Jalaml Ekhtiar, told Kurdistan24, “Although I respect Dr. Shaheed, these kinds of statements are not as effective as they should be. First, we need to take a close look at the overall picture of the UN rights and protection policy in Iran.” 
“I am openly accusing the West of hypocrisy. I believe that human rights rhetoric on Iran is for instrumental use. It is ineffective and dysfunctional,” Ekhtiar said.
The Kurdish activist added that we don't have a clear human centered policy on Iran. “Human rights for whom? Where? Which prisoners? Why don't they voice forgotten voices of Kurds, Ahwaz, Baloch? Our human rights society is unhealthy and selective,” Ekhtiar stated. 
He concluded that “these kinds of seasonal gestures will further discredit UN on Iran matters and it is closing to discredit personalities too, if they don't take solid steps to effectively pressure lran.”
Dainius Pûras, UN Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health; Juan E. Méndez, UN Special Rapporteur on torture and other cruel, inhumane or degrading treatment or punishment; Maina Kiai, UN Special Rapporteur on the rights to freedom of peaceful assembly and of association; and Seong-Phil Hong, Chair-Rapporteur of the UN Working Group on Arbitrary Detention wrote a formal letter to Iran addressing this issue.

April 24, was the frightening Sunday for the poor families including shepherds and daily wage earners of different parts of the Baluchistan in a drive to punish Baloch folks for boycotting by-elections conducted under the supervision of military to get the candidate from ruling party to win.
The separatist and nationalist groups claim that the military operation is the part of “Crush resistance against China-Pakistan Economic Corridor.”

The areas which came under the latest military operation are Tump, Gumazi, Mulant, Buleda, Dasht, Balitgar and Prom of Kech district. It is said that this is the fifth time operation in the Gumazi which is the strong hold of Balochistan National Movement (BNM) and every time the security agencies take some persons into custody and then it was hard to recover them. The whole district of Kech is completely cut off because of bombardment in the hill areas of the district. The people of these areas are advised by the security forces remain inside the houses and if any person, even, found standing at the roof top or before the windows will be shot, according to the local newspapers.
According to the Daily Tawar and daily Sangar and other online websites, early in the morning of April 24, the Sunday, the Pakistan military conducted operation in the areas of Baltgar, Buleda and prome and did aerial bombardment from Gunship helicopter and used land forces to attack on the houses. In the small towns of Kail Kor an Baltigar, land forces searched every houses, looted the valuable items and burnt down many houses. The smokes were still coming on Monday.
Whereas the in the mountainous areas of Buleda and Prome aerial forces did bombardment for whole night after which the entering points of the areas were cut off from the Balochistan. The security forces also made check posts in Kech and Buleda areas. Many parts of Buleda and Zamran areas were taken over by the security forces. During the night operation one 70-year-old shepherd, Mr. Arz Mohammad, was killed. According to reports many women and children were manhandled and injured during the new operation.
Many persons were taken abducted and taken in the military trucks who are roaming in the whole district. The media got names of the 17 persons who were arrested today, the April 25 but could not get the names of remaining, the names are; Muslim son of Lal Buksh, Javed son of Lal Buksh, Ilahi Buksh son of Lal Buksh, Pir Buksh son of Khuda Buksh, Khuda Buksh son of Pir Buksh, Ubaid son of Faqir, Zahid son of Ali Muhhamad, Altaf son of Faqeer, Shah Dad son of Pir Buksh, Shoib son of Faqeer, Naeem son of Faqeer, Naseer son of Islam, Islam Abdul Rehman, Taj Muhammad son of Bahoot, Mujeeb son of Rahim, Ayaz son of Ahmad. These persons belong to Gomazi areas. Their whereabouts are unknown.
It is said that Kech, the former Turbat, district, one of poorest districts, remained since many years in the total control of Pakistan military the Frontier Corp (FC). The people were taken in to custody from the Tump are taken to a sub head quarter of FC at Turbat where they are tortured for investigation and then those who are suspected were taken to other unknown places in the provinces. Sometime after their mutilated bodies are frond from faraway places.
It is said by the media reports that military conducted a bye election on the five polling stations of a provincial assembly from where the person from the chief minister was elected through the rigging and the opponent candidate from National party of former chief minister, Dr. Abdul Malik, challenged the elections. The election commission found the rigging and conducted elections on the five polling station which were falling in these areas. The security forces were helping the candidate of chief minister from ruling party, PML-N and not providing any space for the election campaign for the opponent candidate. The National party and other candidates announced boycott of the bye elections which resulted in the form of military operation.
The security forces wanted to punish the population of the area who are strongly oppose the China-Pakistan Economic Corridor (C-PEC) which will link the country’s best sea port and local population are afraid of being turned in to minority and lose the political control of their province.
The security establishment of Pakistan want in any case to stop the resistance against construction of 
C-PEC whether people are not considered as they did in Bangladesh during the freedom movement of Bangladesh.

Balochistan: Activist Visits India to Raise Awareness of Human Rights Violations in Pakistan

Activist Naele Qadri Baloch has visited India to raise awareness about the plight of the people of Balochistan. Pakistan has brutally suppressed the Balochistan nationalist movement, and serious human rights violations are widespread. India has not raised these issues in international forums and, while Naela acknowledge the sensitivity of such issues, she hoped her visit would affect public opinion and encourage a shift in political thinking.

Naela Qadri Baloch, the Baloch liberation activist who is now living in exile in Canada after suffering imprisonment in Pakistan for her activities, recently visited India to tell the Indians about problems faced by the people of Balochistan.
The timing of her visit was crucial, as Naela arrived in India a couple of days after the Pakistani forces arrested former Indian Navy officer Kulbhushan Jadhav on the charges of espionage in Balochistan – one of the four Pakistani provinces located in the south-western part of the country. Her visit once again brought the troubled Pakistani region into focus.
In an interview with an Indian national daily, Naela said that India should understand the importance of Balochistan’s geographical location and help the troubled region “gain freedom from Islamabad”. According to the liberation activist, Balochistan can fulfil India’s economic and energy needs, if “oppressed” people of the region gain freedom.
Former President of Pakistan General (Retired) Pervez Musharraf had launched a fierce military operation against the Balochs in August 2006. Baloch leader Nawab Akbar Khan Bugti and 32 of his comrades were martyred during the operation. Musharraf may have thought that the Baloch Nationalism movement would end after the death of Akbar Khan Bugti, but it was only the beginning.
Balochistan holds a much larger significance to Pakistan in comparison to Kashmir’s geo-political and economic importance to India. By geographical area of Pakistan, Balochistan is the largest province of the country and constitutes approximately 44% it. The region is rich in resources, including natural gas, gold, silver, copper and marble, and comprises almost all of Pakistan’s coastline. The region also has the strategically important port of Gwadar.
India has failed to raise Balochistan issue in international forums as strongly as Pakistan has managed to do in the case of the Kashmir issue. The cases of human rights violations are rampant in Balochistan. In 2013, thousands of Balochs, whose family members are missing, undertook a historical Long March from Quetta to the Pakistani capital city of Islamabad to protest against human rights violation in Balochistan.
Meanwhile, Naela admitted that it would be a tough job for India, which lacks the political will to liberate Balochistan, to get involved in Pakistan’s ‘internal’ issue. At the same time, she said that India could ‘correct’ its stance on Balochistan with the help of Baloch leaders. Naela further said that the reason for her India visit was to mould public opinion in the country and to raise general awareness about Balochistan. She believes that the Indian government cannot ignore a strong public opinion for long.
Naela rubbished Pakistan’s claim that India is meddling in Balochistan, saying it is unfortunate that the top political leadership in Islamabad has always consider common people of Balochistan as agents of the
Research and Analysis Wing (RAW) – the primary foreign intelligence agency of India. She told the Indian daily: “India is our friend and we have absolutely no problem in being called RAW agents. RAW is our brother and sister, whatever. Pakistan tries to term our struggle as a RAW-inspired uprising to undermine it. However, the fact of the matter is that India is yet to come to our aid even though we openly say that you come and free us from the clutches of Pakistan. We want India to do something intelligently, to do something in a planned manner.” The successive Indian governments have been rather passive about the issue of Balochistan and a pro-active measure, at least diplomatically, could have put Pakistan under pressure in international forums.
Through the Indian daily, Naela tried to tell the international community that the Pakistani government has decided to prove that the freedom struggle of Baloch people is not legitimate and the struggle has been instigated by India. According to the liberation activist, Pakistan fears that India can intervene in Balochistan in the future because Islamabad is well aware of the fact that there will be an adverse impact of the China-Pakistan Economic Corridor (CPEC) on Balochistan. She explained that Baloch people, like India, are against the proposed CPEC project because the corridor will allow China to loot the resources of south-western Pakistani province, including the gold reserves.
Naela once again urged the Indian people to stop the Pakistani government from committing genocide in Baloch by speaking up and taking a stand on the troubled region. The fact that Naela has managed to raise the Balochistan issue in the Indian media shows a better understanding of the political potential of the issue among the think-tank of Indian Ministry of External Affairs.

PAKISTAN: Military intensifies operation in Balochistan


Pakistan’s security establishment has been conducting military operations in Balochistan since 2001, to obtain control over the Baloch land and resources. Tortured and bullet-riddled bodies of Baloch missing persons are found daily in the province. Resistance by the cornered populace is perceived as insurgency and a threat to national security. The construction of the China-Pakistan Economic Corridor has given the government further excuse to accelerate the military operation against the insurgency fighting for their legitimate right to control their resources.

The Baloch ethnic population perceives the Corridor project as a plan to convert them into a minority in their own homeland, and have openly opposed it on every level. This opposition has fuelled military atrocities such as burning houses and conducting aerial bombardments, victimising children and women.
During the past month, many Balochistan districts were seized by security forces. Many persons were killed, including children and women, while dozens went missing after arrest. In the latest development, some parts of the Bolan district have been seized. People are not allowed to go outside as security forces search for militant separatist leaders. All houses were searched, with women and children being manhandled and many persons injured.
In the area of Johan, district Mastung, the security forces bombarded at the civilian population and out of 35 killed only six were militants and remaining were civilians including one woman and five children. The government claimed that among the dead militants there was a prominent separatist, Mr. Abdul Ghani Bangalzai, who later on came to social media that he was not killed and still alive.
According to media reports, more than 100 persons were arrested on suspicion of being involved in subversive activities. These areas were also seized earlier in January, on the suspicion of the hiding of separatist leaders.
For many years, the security forces’ routine practice is to bring arrested persons before the media and claim that a huge quantity of arms including rocket launchers was recovered from them, but these persons are never produced before any court of law. The mutilated bodies of unknown persons however, are found every other day. 
The Home Minister of Balochistan, Sarfaraz Bugti, confirmed on April 9 that 34 suspects were killed in a two-day operation conducted in the Johan area. He said the killed suspects had links to a proscribed outfit, whose key commander Abdul Ghani Bangalzai was also among the dead. A large cache of arms including hand grenades and explosives were said to be recovered during the crackdown.
The Baloch Republican Party (BRP) claims that around 40 persons were killed in military operations in different parts of Balochistan province on April 7, during which helicopters were used for aerial bombardments. Among the casualties were women and children. The Frontier Corp (FC) of the Pakistan Army was conducting a search for guerrillas from the Balochistan Liberation Army (BLA). During this year the FC has conducted several operations in their search for militants, during which more than 100 innocent citizens have been killed.
According to a BRP spokesman, a state sponsored armed group, locally known as a death squad, attacked and stormed into a house located in the Pullabad area of Panjgur district, and fired rockets. As a result of the brutal assault, seven innocent Baloch civilians including one woman were killed. The attackers managed to escape successfully. The victims are believed to be supporters of a pro-freedom political party.
Earlier last week, five persons from the same family were killed in Patfeedar area by the Pakistani forces during an operation. The deceased have been identified as Hasoo Bugti along with his wife Shantul bibi and three children Shahoo, Rukiya & Naaz Gul. The abducted persons were identified as Loti Bugti, his wife Pazi Bibi, and sons Baggan, Jameel and Bashir, as well as the wife and children of Hayatan Bugti; Samreen bibi, Noor Khan, Nazghi and Noor Bibi.
The Human Rights Commission of Pakistan has shown distress at reports emerging from Johan, Kalat, and Isplingi, Mastung-Balochistan, indicating a high number of civilian casualties during an alleged army operation in these areas. Reports quote inhabitants to have seen 27 dead bodies being brought to Quetta Civil Hospital where no identification was allowed.
The Voice of Baloch Missing Persons (VBMP) in its recent report has stated that the cities of Kalat, Narmik, Johan, Mushkay, Awaran, Bolan and other districts of Balochistan are under the complete siege of state organizations. A large number of people have gone missing and women and children were harassed by state forces during military operations in these areas. The people of the affected areas have contacted VBMP and stated that a large number of people were abducted and killed during the military operation.
In Kalat district security agencies claimed up to 34 separatists had been killed. Included among the dead were the bodies of Sabz Ali, Pukar Khan, Khair Jan and Haji Mohammad Waris Lehri, who were later identified by their relatives. The four men were coming to their area Mungchar along with their relatives and livestock. After their extrajudicial killing in custody, the law enforcement agencies refused to hand over the bodies to their families.
Quoting local media, VBMP says only 23 dead bodies were brought to the civil hospital in Kalat; no one knows where the other 11 bodies are. Reports claim that the majority of the victims were local shepherds and farmers, who were heading towards Mastung, when forces stopped them, made them stand in a line and shot them one by one.
On April 9, Deputy Commissioner of Kalat district instructed that the dead bodies should be immediately handed over to Edhi Center, a charitable organization, who runs for swift burials. This proves that the government is hiding the real facts, because in previous military operations the dead bodies were identified by relatives.
To hide their atrocities, the security agencies are blaming the Baloch unrest as driven by India, after the arrest of one Indian retired naval officer as an Indian agent involved in the Baloch insurgency. Due to the civilian government’s lack of control on the local affairs of Balochistan, the security forces are using brute force and are trying to resolve political issues with guns. The indiscriminate use of force cannot be permitted under any circumstances, as it will further alienate the people of Balochistan and is unlikely to win any support for the government or security forces.

عدالت نیوز:بنا به گزارشهای دریافتی شامگاه روز چهارشنبه مامورین کلانتری 12 زاهدان اقدام به تفتیش از جوانان منطقه در خیابان می نماید و در پایان اقدام به اخاذی و گرفتن رشوه می پردازند که چند جوان بلوچ با نیروهای انتظامی به درگیری لفظی پرداخته و وارد یک باب مغازه که متعلق به آقای حاج نیازمحمد رخشانی است می شوند و با شیشه نوشابه به مامورینی که قصد بازداشت انها را داشتند درگیر میشوند .مامورین کلانتری 12 بوسیله بیسیم اقدام به جمع اوری نیروی کمکی می نمایند که در این اثنی جوانان بلوچ موفق به فرار میشوند.پس از اینکه نیروهای کمکی به محل می رسند وارد مغازه شده و پیرمرد 59 ساله بلوچ آقای حاج نیازمحمد رخشانی را که از بیماری قلبی رنج می برده بازداشت و به بازداشت گاه کلانتری انتقال می دهند.
فرزند آقای رخشانی در پاسخ به بازداشت پدر بیمارش اعتراض و می گوید پدرم دچار ناراحتی قلبی است اما مامورین بدون توجه به اینکه وی بیمار است اقدام به بازجویی از وی می پردازند و نهایتا آقای رخشانی دو ساعت بعد در بازداشتگاه کلانتری 12 زاهدان بر اثر عارضه قلبی و فشار و اختناق ناشی از بازجویی و عدم توجه به بیماری قلبی در گذشت.

به گزارش کمپین فعالین ‫#‏بلوچ‬، روز دوشنبه 7 اردیبهشت ماموران کلانتری 12 زاهدان با مراجعه به مغازه حاج نیاز محمد رخشانی یکی از معتمدین و ریش سفیدان زاهدان "بدون دلیل" به وی دست بند زده و بازداشت کردند که خانواده پس از مراجعه به ‫#‏کلانتری‬ با جسد بی جان وی مواجه شدند.
آقای نصرالله رخشانی پسر نامبرده به فعالین بلوچ گفت: ماموران به دنبال دو سارق بودند که آنها از دیوار مغازه پدرم بالا رفتند ماموران هم به جای دزدها پدرم را بازداشت کردند وقتی ما اعتراض کردیم به حرفمان گوش ندادند ما به ماموران گفتیم که پدر ما سابقه ناراحتی قلبی دارد و چند بار سکته کرده است اما ماموران با برخورد زشت پدرم را با خودشان بردند".
وی افزود: " ما خودمان را به کلانتری رساندیم و قرص های قلبی پدر را بردیم، اما ماموران توجهی نکردند و نه تنها اجازه ملاقات ندادند بلکه حتی داروها را هم به او نرساندند، ماموران گفتند که قبل از پرونده سازی نمی توانیم اجازه دهیم قرص بخورد"
آقای رخشانی تاکید کرد: " وقتی بر اثر فشارها و برخورد های بد حالش وخیم شده و بی جان می شود زنگ می زنند که ‫#‏آمبولانس‬ بیاید اما پدرم همانجا جان می دهد"
وی افزود: " ما به دادگاه نظامی شکایت کردیم اما پزشک قانونی هنوز جواب نداده"
نصر الله ادامه داد: "ماموران پس از مرگ پدرم دستپاچه شده و الان مدعی شده اند که ما اورا به عنوان معتمد حاضر کرده بودیم و بازداشتش نکردیم در حالی که به او دستبند زدند و با بی حرمتی او را بردند"

A woman leader Naela Quadri Baloch from Balochistan on (April 02) sought India's intervention to free the restive province from Pakistan's occupation. Balochistan, endowed with rich but largely unexploited reserves of copper and gold, has faced chronic instability since being incorporated into Pakistan in 1948. World Baloch Women's Forum president, Naela Quadri Baloch, strongly condemned Pakistan's alleged atrocities in Balochistan."Balochistan is not in Pakistan. It's occupied by Pakistan. So, if somebody is arrested in Balochistan, we can expect any kind of fraud, trap, lies from Pakistan because Pakistan is created on lies. Pakistan's foundation,Pakistan's base is hate and lies. So, they can do anything like this. "It is demand of the Baloch people that India should intervene in Balochistan, India should stop Pakistan from genociding Baloch people. India should do it. But India is not doing. India are not playing their role what they should have. So, there is no RAW, there is no any other agencies who support Baloch. If they really supported us, till now we were free. We would have been an independent country now like Bangladesh," Baloch added.

Balochistan: More than 12 thousand people arrested under National Action Plan: Durrani


Quetta: Balochistan’s home secretary, Akbar Hussain Durrani, confessed during an interview on Tuesday that more than 12 thousand people have been arrested under NAP so far across Balochistan.
Mr. Durrani said the victims were arrested after Pakistani police, Levis, Intelligence Agencies, and para-military Frontier Corps carried out 2622 ‘intelligence based’ operations.
“Pakistani forces also killed 323 ‘miscreants’ and arrested 72 injured persons,” Durrani said adding that the security situation in Balochistan was improving.
The Home Secretary, however, did not say anything about the whereabouts of arrested people neither has he elaborated on their well-being.
The critics of government and human rights organisation have long been saying that Pakistani forces have abducted and disappeared thousands of people from Balochistan.
The voice for Baloch Missing Persons and other local human rights campaign groups argue that most of the abducted people are peaceful political, student and human rights activists.
The Asian Human Rights Commission in a recent statement said that Pakistani forces are punishing people for not taking part in ‘state sponsored’ election and opposing the China-Pakistan Economic Corridor.
The VBMP says that Pakistani security forces have abducted more than 20,000 Baloch activists and killed around 5000 under the infamous ‘kill and dump policy’. This phrase was coined after Pakistani forces have started killing enforced-disappeared Baloch under custody.
Lately, Pakistan forces have also been killing enforced-disappeared Baloch in ‘staged encounters’ where previously missing Baloch are killed and dump in the name of gun battles against Baloch freedom fighters.

 سینه پیرمرد فریاد زد.
اما ماموران نمیخواستند این فریاد را بشنوند بناچار پسر پیرمرد با غوغا فریاد خاموش قلب پدرش را برای ماموران ترجمه کرد اما باز ماموران نشنیدند (همان گونه که هیچگاه نشنیده اند) پیرمرد را به هر ظلمی که بود به کلانتری بردند.
و پسر که خود را بی پناه میدید به سراغ قرصهای پدر رفت و انها را به کلانتری رساند و به ماموران التماس کرد که لااقل قرصها را به پدرش برسانند اما باز این التماسها جوابی بجز توهین و خشونت چیزی دیگر نداشت.
اندکی از انتظار پسر بر درب کلانتری گذشت که صدای آژیر امبولانسی او را متوجه خود کرد امبلانس به سرعت وارد کلانتری شد و نگاه های نگران پسر به دنبال امبلانس بود که ناگهان چشمانش بر جسد بی جان پدر افتاد که بی هیچ جرمی شکار تیر اجلی شده است که از کمان ظلم و جنون حاکمیت رها شده بود.، در میان تکرار پیوسته این تراژدیهای بی پایان برای قوممان لازم است همگی جهت محکوم نمودن این عمل و برداشتن گامی در راستای پایان دادن به تراژدی توهین و قتل عام قوم مان از امام جمعه مساجد و مخصوصا از شیخ الاسلام مولانا عبدالحمید حفظه الله بخواهیم که این عمل ضد انسانی را محکوم نماید و با راهپیمایی تا محل استانداری اعتراض و خشم خود را به مسببان این عمل اعلام و خواهان محاکمه نیروهای خاطی و جنایت کار گردند.
سکوت بی پایان و اعتراض بدون پشتوانه مردمی نسبت به کشتار بی وقفه و بی مورد مردم بلوچ نیروهای جنایتکار را جری تر نسبت به عمل جنایت خواهد کرد و مرتکب جنایات بیشتری می گردند ،لذا لازم است مردم عزیز مراتب اعتراض خود را نسبت به خشونت عریان نیروهای دولتی اعلام دارند وخواهان محاکمه بالفور عاملان جنایات گردند.
